WASHINGTON -- The Senate on Thursday easily passed legislation to renew the Violence Against Women Act for another four years, an issue that normally advances with little fanfare but has become a focal point amid election-year politicking.
The bill passed 68-31. Several Republicans sided with Democrats in passing the bill, including Sens. Lamar Alexander (Tenn.), Kelly Ayotte (N.H.), Scott Brown (Mass.), Susan Collins (Maine), Bob Corker (Tenn.), Dean Heller (Nev.), John Hoeven (N.D.), Kay Bailey Hutchison (Texas), John McCain (Ariz.), Olympia Snowe (Maine), David Vitter (La.) and Lisa Murkowski (Alaska).
Sen. Marco Rubio (R-Fla.), whose name has been floated as a possible running mate for GOP presidential candidate Mitt Romney, voted against the bill. Sen. Rob Portman (R-Ohio), whose name has also come up as a potential running mate, voted for it. Also of note is that Hutchison voted for the Democratic bill after authoring a GOP alternative to it.
Democrats hailed the bill's passage as a victory for women everywhere, especially because this year's renewal of the 1994 law includes new provisions to protect specific groups. The bill increases the number of visas available to victims of domestic violence who are undocumented immigrants, it bans discrimination against gay, lesbian, bisexual and transgender victims of domestic violence, and it gives more authority to Native American tribes to address domestic violence.
"Today, like each time we have reauthorized this bill before, we passed a better Violence Against Women Act," Sen. Patty Murray (D-Wash.) said in a statement after the vote. "Expanding coverage for domestic violence should never have been controversial. Where a person lives, who they love, or what their citizenship status may be should not determine whether or not their perpetrators are brought to justice."
But those provisions have drawn opposition from Republicans. In the House, Republicans are pushing their own, significantly different VAWA bill and don't appear willing to swallow the Senate-passed package.
Asked Wednesday about the Senate bill's provisions targeting immigrants, Native Americans and the LGBT community, Rep. Sandy Adams (R-Fla.), the sponsor of the House GOP bill, said, "We're not going to be looking at the controversial issues that will detract from what is actually VAWA."
Still, Vice President Joe Biden, who sponsored the bill when he was a senator, tried to cast the measure as something beyond politics.
"The Senate's action today reaffirms that addressing this problem is bigger than politics," Biden said in a statement. "In 2012, we should be beyond questioning the need for the Violence Against Women Act."
By a vote of 36-63, the Senate defeated the Hutchison-sponsored GOP alternative to the VAWA bill. That proposal would have imposed a mandatory minimum sentence of five years for aggravated sexual assault, granted subpoena power to U.S. marshals and taken a different approach to reducing a backlog in rape kit tests.
Sen. Patrick Leahy (D-Vt.), the sponsor of the Democratic VAWA bill, trashed the GOP proposal for stripping out protections for "battered" immigrants, Native Americans and members of the LGBT community.
"There is only one real Violence Against Women Act reauthorization. This is not it," he said of the GOP alternative. "It guts the Violence Against Women Act reauthorization."
Sen. Mike Lee (R-Utah) was among those who voted against the bipartisan bill. He said his opposition should be seen as "a vote against big government and inefficient spending, and a vote in favor of state autonomy and local control."
"We must not allow a desire by some to score political points and an appetite for federal spending to prevent states and localities from efficiently and effectively serving women and other victims of domestic violence," he said in a statement.

It is critical that congress reauthorize the Violence Against Women Act, including its new provisions that offer help to Native American women, the LGBT community and immigrants, groups that have been denied the full protection of VAWA.
Tomorrow, thousands of women and men will participate in marches and rallies for women's rights in 45 states and the District of Columbia. American women need to be recognized as full citizens. Yes, women in this country.
I read through only the first 7 pages and now feel like someone threw up on me. There are some disturbed people of both sexes posting some really bizarre things on this thread!
Why can't Congress legislate to not only protect victims but also prevent false accusations of DV or rape BEFORE charges are made and potential incarceration? Why does it have to be an all or nothing proposal for a lot of women? Is it fair to have legislation that can put a man out of college, or his home, barred from seeing his children, or in prison SOLELY on a woman's uncorroborated testimony? Colleges can now violate the constitution by denying the men access to an attorney, the right to question his accuser, and allows double jeopardy.
So, how do you PREVENT false accusation? You require a polygraph with no adverse legal effect for failing. No crime, no self-incrimination. Purely a decision tool for the DA. If the accuser fails the polygraph, and there is no corroborating evidence to back up their statement, the DA can then decide if charges will be made. With no charge for perjury against the accuser although the failed polygraph CAN be entered into evidence should the DA decide to proceed. That way a man's (or woman's) life isn't ruined or, even worse, is not incarcerated for years before the truth comes out.
You do this and it's a win/win for everybody.

You have internet access, and somehow you are running on zero information, or you must be an aduser yourself, cause only people who have those views are people who don't want protection for women because that means prison time for them if they get caught. You need to visit http://www.rainn.org/ and read the statistics on your bogas claims. That's all this organization does. Yes, once in a while somebody takes advantage of the legal system and files a bogas claim, but those are as rare as winning the lottery. Only ones who regularly place falso accusations are the abusers themselves, so get it right and get with the program.

The VAWA is sexist. It assumes that only women can be victims of abuse. The facts say differently. Women initiate an equal amount of domestic violence and the majority of child abuse is committed by women. I have nothing against having a violence act, but it should not exclude men. It should cover everyone, regardless of gender.
@ thatdogguy They can make one for men if they lobbied for it. But they don't report nothing. Your wrong about they initiate an equal amount of DV. I agree some women have anger issues also, but it doesn't come close to men. Women get arrested all the time now for this, even when they didn't initiate it.

Gina, I agree men need to lobby for our own acts, as we've been unable to get the current ones to include everybody, regardless of gender. As for initiating DV, read up on the studies. I posted the links.

Before we go passing this law or any, we need to think of the consequences. I have some experience with being an unintended victim of the law.
My roomate (female) decided she wanted to start gardening in a shared garden space without ever asking the person we share the house with. So, this caused friction in both units. So much so that she felt I needed to take sides. Finally she got drunk and became verbally abusive to me and my neighbor. I left the house for the weekend and stayed with my ex-wife (who obviously doesnt think I am abusive.... even after 13 years of marriage). I came home on the following monday to find the house empty. 20 minutes after walking in the door, 2 police cruisers show up and hand me a restraining order and an order to vacate my home and business (I work from home) for 10 days. This caused me to take on $3000 in legal fees as a result. Even though the evidence of her claims of abuse were overwhelming, all she had to do was not show up in court. Now I have a record. She moved out (while I was not allowed into my house) and she stole family heirlooms and thousands in belongings.
As useful as these laws are to protect, laws should not have victims. Unfortunately, myself and thousands of other men fall victim to women abusing these laws. Equal is equal. Not Equal is *equal.

Since VAWA was passed, over 13 million temporary restraining orders have been issued to women claiming they were in danger (and without the man being present to defend himself).
Ninety percent were dropped upon the follow up court date as "having no merit".
But by then the damage is done. Commonly used as a means of gaining an advantage in a divorce (gets the man out of the house with no money or kids) or as a revenge tactic, the man faces an uphill battle in a domestic dispute or divorce court and even a TRO remains on his police record, making future employment difficult.
There were plenty of laws on domestic violence on the books prior to VAWA. All VAWA does is filter 1.5 billion dollars of taxpayer into the pockets of lawyers, judges, court clerks and others in the domestic violence industry who profit from it.
This law should not be renewed.

This is really amazing. The Senate didn't pass a budget for the past three years. If this is not a political issue I don't know what is. Any time there is domestic violence police are always called and they respond law or no law.

not that i disagree with all that you say here, but the police are NOT always called, and DO NOT respond without a law. back in 1991 when my father pulled a gun on my mother, she had to press charges before the police would intervene. the law was changed, however, and now a victim of domestic violence is given instant protection and the abuser is removed.
