BAGHDAD — In the face of spiraling costs and Iraqi officials who say they never wanted it in the first place, the State Department has slashed — and may jettison entirely by the end of the year — a multibillion-dollar police training program that was to have been the centerpiece of a hugely expanded civilian mission here.

Another failed project instergated & signed by Bush and supported by republicans in congress to this day.,,,
Even now GOP pushes for more spending for failed military and civilians ideals dream upped.
Like so much else in the nine years of war, occupation and reconstruction here, it has not gone as planned. Without help from congress We are bound to honor Bush's agreement with Iraq..

It's a no win these middle eastern countries live the way today as they did centuries ago & the controlling powers do not wish to change & even if you do have change you simply put another tribe in power. The general population may want change the tribles that represent the different area's work together like our CONGRESS so there will not be any constructive improvement. Our government will keep attempting to buy their friendship through money & military packages other than simply taking the same money using it here to make us energy independent & not being held hostage by them

I don't trust the U.S. government.

I can only imagine that which has occurred in Iraq the last 9 nine years of war and occupation at the hands of the U.S. military, such as lethal electromagnetic smog from high-power U.S. military electronics and weapons microwaving Iraqis (we are now so high-tech), to have created such mistrust and anti-American sentiment.

Had I endured as much as many Iraqis, I, too, would refuse to attend seminars and PowerPoint presentations, given the U.S. had razed just about all worth saving in Iraq and at the end showed so much concern.

Mirrors the concerns of Washington leaders, lawmakers, and politicians for the plight of Americans, while funding and supporting corporations to globally expand on taxpayer dollars, while cutting social programs for poor and elderly Americans in need.

I blame the ones who were standing on street corners wrapped in flags and carrying signs, "Support Our Troops", back in 2003. There would of been no war without them.

The U.S. has already spent billions, yes, billions to train Iraqi and Afgan police and military. I suspect that most of money went into corrupt pockets. Bernard Kerik, former NY Police Commissioner, was appointed in 2003 to train the Iraqi police. He is now a covicted felon serving time in jail. Now 9 years later we are continuing to try and train the police.

Let's face it 1) we don't have any idea or experience on how to nation-build, 2) our political system is so corrupt that we put people in power that either corrupt (Kerik) or are incompetent (paul Bremer). If we can fix what we broke then maybe we should invade countries that haven't done anything against us.

It doesn't take a genius...or the UN's report on development (or lack thereof) in the Arab world to realize that unsustainable population growth, tribalism, corruption, terrible education and the oppression of women and minorities have pushed the Arab world into a death spiral. Aside from oil the Arab world produces nothing anyone else wants. Don't get me wrong, Arabs are often the most polite and generous people you would ever want to meet, but it is a tragedy that things seem to be going from bad to worse.
