My fiance teaches photography in high school and this is one of his assignments. I've seen 13 year old kids do forced perspective better.

The fact that they used mirror sections is far too evident, warping terribly on the roof and top balcony.

The rope stands are reflected, further shattering any illusion these guys might be trying to portray.

So, no, they're not fooling anybody.

They're on a fake building which is actually on the ground and a mirror reflection makes it look like they're climbing the building !
