MACKINAC ISLAND -- As business and political leaders debate and gossip about the future of Detroit at this week's annual Mackinac Policy Conference, two assumptions seem to be baked into every conversation:
First, Detroit's reputation for fiscal responsibility couldn't get any worse. Therefore, the climax to the city's looming financial crisis -- be it a consent agreement, an emergency manager or bankruptcy -- will simply be seen as a necessary, if painful, step that may finally usher in a fresh start for the city.
