Environmental Integrity Project Report Examines Coal Plants' Costs

Do the social costs of some coal-fired power plants exceed their values? A new report from the Environmental Integrity Project (EIP) suggests that for a number of U.S. coal plants, their social costs as a result of premature deaths exceed the value of the electricity they generate.

In the report, the group examined the coal-fired plants "with the largest emissions of sulfur dioxide in 2010 and 2011 that do not yet have plans to install or upgrade scrubbers" and estimated the number of premature deaths from each plant and the cost of these deaths. The calculations were performed, according to the EIP, "using a peer-reviewed approach consistent with EPA methods."

The report emphasizes the value of seeking cleaner and more efficient methods of electricity generation.

Coal helped to power America’s industrial revolution, and electricity is obviously vital to our economy today. But we have better choices now than we had more than forty years ago, when most of these plants were built. Investments in advanced emission controls can greatly reduce the dangerous buildup of fine particles, and investments in renewable energy and efficiency improvements can secure our supply of electricity – and generate the jobs we need – without the death and disease that are the price we pay for dirty coal plants.

An EPA hearing on coal in Frankfort, Kentucky this week prompted demonstrations from hundreds of coal miners and environmentalists. Miners protested the EPA's hold on 36 permits for coal mines in the state, while environmentalists supported the EPA's decision to delay the permits because of concerns relating to water pollution.

Seattle's city council unanimously adopted a resolution last month opposing plans to develop coal-export terminals in Washington state. According to the Associated Press, "If all the facilities are built, at least 100 million tons of coal a year could be carried in trains through the Northwest before being shipped to Asia.

For all the attempts to silence environmentalists and in particular Big Green, or subvert them with money (see Sierra Club's relationship with Aubrey McClendon during Carl Pope's 'leadership') it is good to see work continue on limiting the damage that coal does.

From mercury in the food chain, to deforestation, to global warming, to human cardiopulmonary health, coal is the worst of the worst and it is past time we stopped building coal plants and past time we shuttered this industry.

Actually the only long term environmental effects of FUKU, tother than the plant itself is from all the coal being burned to replacement.

The way I see it, if we continue to rely on fossil fuels for our only source of energy the argument between fossil fuels vs. renewable energy (solar/wind) will be a moot point. Because we have already reached peak oil and this resource WILL be exhausted (no pun intended) by the end of this century. If we do not take alternative energy sources seriously, then we will be condeming future generations to a very bleak and desperate situation. Remember we don't own the earth, it's simply on loan to us from our children.

The recents issues have igorned or downplayed the global warming crisis while endorsing dirty energy. It is the same with tar sands! The UN did an emissions report and found out 70% of urban particulate smog is generated by cars. Alternatives exist and that is where we should reallocate oil subsidies.

What an absurd comparison. If you're going to extract "social cost" on the downside, then you would have to also take into account "social benefits" on the upside.

Benefits like: A reliable and low cost source of energy that facilitates manufacturing, and other productive activities that can't deal with brown-outs. + others to numerous to mention.

Also, the Value of a statistical live (VSL) that they use in the study is absurd. 7.4 Million dollars to extend the life of an 80 year old a few months?

Those social benefits exist with clean energy as well... but without the down side.

There ARE better alternatives. Solar panels are 90% cleaner, even if they are manufactured using the dirtiest fossil fuel, coal. If you manufacture solar panels using clean energy (which will inevitably happen), then it's even _more_ beneficial.

... and don't give me the 'energy storage' line. That's been debunked too many times to count. Algae gasoline now costs less than $5 a gallon to create, and is carbon neutral. Algae gasoline can also be stored for long periods of time. Hydrogen, which is a clean burning fuel can be created using excess clean renewable energy using electrolysis and can be stored as well. There's also this little invention that's been around for a while called batteries.

Fossil and nuclear energy are now biggest scams ever. Only a true hater of democracy and freedom and a pro-pollution for profit glutton is for fossil fuels these days.

Actually the cheapest form of green storage available today - pumped hydro would add a buck a kwh to the cost of a green energy non nuclear economy - about $60K per household per annum. Maybe you can afford that?

I hear this phrase "can be" a lot when discussing energy.  "Can be" is indicative of something that no one is doing now because it doesn't work as well as something we already do better.  If Solar and Algae were the solutions to all the problems in the world, they wouldn't be "can be" solutions.
Tell you what, instead of grousing about what "can be", and if you're that passionate about it, why don't you go do it and prove the rest of us wrong.

Coal-fired steam turbines are being shut down across America. There is only one known technology capable of driving those turbines without burning fossil fuels. It burns a hydrogen-oxygen fuel mix, generating steam directly as its only product of combustion... it quite literally "makes rain".

Oh please! You aren't going to replace the base load capacity of a coal plant with hydrogen generated by wind generators without going bankrupt.

There is nothing new here. There is nothing special about storing wind power as hydrogen except for the expense and in this case, extremely low efficiency compared to alternative storage technologies. This is a terrible solution. Since a steam power plant is only 35% efficient, more than 65% of the excess energy generated by wind turbines will be lost and this does not include the losses associated with electrolysis to produce the hydrogen.

It is MUCH more efficient to store excess wind power with pumped storage.

The losses associated with steam power plants are due to the loss of 65% of the energy going up the smokestack, not to the inefficiency of the turbine-generator set itself. The direct production of steam by stoichiometric combustion results in greater than 96% efficiency in conversion of fuel-horsepower to steam-horsepower... not exactly the same animal as boiling 5 million pounds of water per hour in an inefficient boiler system.

Early on, hydrogen will be generated by steam reformation of natural gas, which is now priced at historic lows; pro-formas are coming in at about $0.065 per kwh using NG. Using European atmospheric electrolyzer technology powered by nocturnal hydroelectric and wind, currently priced at under $0.01 per kwh, the cost of producing power comes in at under $0.03 per kwh.

I'm not arguing the efficiency of pumped water storage and hydroelectric retrieval. I'm saying that for hundreds of communities across America facing closure of the biggest employer in town, and a billion-dollars in steam-turbine technology about to be sold for less than $5 million in scrap metal (i.e., Mojave Generating Station, Laughlin, NV), HSFG offers an alternative to decommissioning and closure, with zero carbon footprint, zero metallic or nitrogen oxides, and an on-demand startup capacity.

Wind and solar energy is not what ails Spain's economy. Germany has more than Spain and its economy is doing just fine. Denmark has a huge amount of wind power and its economy is doing just fine. Greece barely has any wind or solar and its economy is terrible. There is no correlation of any kind.

The idea that coal is the only way to generate electricity is absolutely ridiculous, as in appropriate for ridicule.

Percentages are much higher in Spain than Germany. So far in Europe its all coal gas and nukes, The wind solar are all backed up at 100% nameplate with low efficiency gas plant run inefficiently. Far less gas, and GHG's far cheaper skipping the wind and using high efficiency CCGT plant.

First you must remember we are talking about base load power here, not peak loads that wind and solar are usually intended to address. Hydro and geothermal are appropriate base load alternatives but their availability is severely limited. Nuclear power, on the other hand, is scalable and widely available.

Coal power is the deadliest form of power. Worldwide, the industry kills more than half a million yearly.

Coal power is the most carbon-intensive form of power. Worldwide, the industry emits over 1/3 of the world's carbon yearly. This means that worldwide, the coal industry's carbon emissions exceed the emissions of the United States.

Coal power is one of the dirtiest forms of power. Worldwide, coal pollutes the food chain, from the Great Lakes to Lake Baikal to the Pacific. Coal is the reason that people must worry about how much fish they eat.

As this study indicates, 'cheap' coal is a myth. It inflicts more damage on human health and the environment than the economic value of its product.

I'm losing a lot of posts, hope you have better luck on this issue.

Biomass can do the same thing and be carbon neutral, Oak Ridge Nuclear uses it, SRS uses it, Los Alamos is stepping beyond it.......

If you are doing coal, China has it right.
Google super critical coal, for almost exactly the same price as a normal (grandpas) coal plant......you get a super efficient and cleaner plant. China is closing a lot of old plants and going this way.

And Rio is cleaning up the biggest garbage dump in South America and turn it into energy (biogas). Killing two birds with one stone. Massive pollution and toxin source into a big plus, not to mention all the recycleable materials.

Is this really a PRO Nuclear Power piece?

I'm all for the cleanest burning coal fired generators possible but I'm totally against the Trillion Dollar Eco-Disaster RISK that every nuclear reactor complex represents...

I'm looking forward to learning what German engineering can do to make burning coal less "dirty" for the environment!  I have high hopes...

Actually FUKU showed that worst case accident with a nuke caused by criminals and impossible in a modern reactor wasn't near as bad as predicted with long term damage restricted to the nuke plant itself ($13B) and no injuries. All the long term damage in the area was caused by the oily sheen of toxic forever chemical spills from all the destroyed Big Oil facilities in the area.

Solar photovoltaics have been powering our home for 6 years now. I am absolutely pleased with their performance. These types of panels could power the whole Southwest and eventually the whole country. However, corporations own huge coal deposits. They sell the coal and make huge profits that allow the top executives to live in multimillion dollar mansions and buy plenty of beautiful prostitutes to keep them happy. Oh yes, and have a few bucks left over to keep the bribes flowing into Congress.
