One of the biggest handicap parking scofflaws in Detroit is the city itself.
The city's Municipal Parking Department ticketed city vehicles at least 11 times in the last three years, with fines totaling $1,370.
Only one of those tickets has been paid -- the recreation department settled its $120 ticket for $50, according to records from the city and the Parking Department. The fire department got one of its five tickets tossed, but the rest remain outstanding.
