If he GOP BAGGER OBSTRUCTIONIST would do their jobs the US Senate could function. BTW CIVIC 101: The US HOUSE has the authority to pass and create budgets foo the US  government. The US Senate and the White House  may contribute by sending them "suggestions" .... Learn the concept of government.
