Mitt Romney and President Barack Obama both have a vested interest in appearing consistent when it comes to their foreign policy positions. Nobody wants to repeat the kind of nuanced, qualified statements that left presidential candidates like Sen. John Kerry vulnerable to charges of "weakness" or "flip-flopping."
