Phrase of the Year: Sacrifice Zones

I googled to see if I could find the first usage of the term "sacrifice zone". The term describes areas (and neighbors) we sacrifice in order to pollute. On such sacrifice zone is Biscayne National Park.

National Parks are supposed to be held in trust, by the federal government, for future generations. They are supposed to be inviolable by polluters. The latest torpedo attack on our national parks is FPL's new plan for Turkey Point.
