Oliver found himself at odds with his partner as the vigilante on "Arrow." When one of Diggle's military buddies came up on Oliver's list, Diggle refused to believe that this was a bad guy. After all, the man had saved his life while they were in the field.
He asked Oliver to trust him as he looked into the matter himself. What he found out, tragically, was that the man he thought he knew was every bit as bad as Oliver suspected. What hurt Diggle even more, though, was that Oliver put a bug on him. Diggle wanted his partner to trust him.
"It’s difficult for me to trust anything. But you do. And that reminded me why I chose you as my partner," Oliver told him. "It’s because you see the best in people."
In the end, he revealed that he'd trusted Diggle. He just hadn't trusted the other men involved, and he'd been right to feel that way. He took the onus of dispatching Diggle's friend from him, taking care of the man himself. What's important, is that Diggle and Oliver grew closer in trust from this experience, cementing the bonds of their partnership.
