Sen. Rand Paul (R-Ky.) delivered a speech last week in St. Louis for the Spirit of Reagan Award ceremony. During his speech, Paul gave a lackluster impression of Secretary of State John Kerry.
"Well, people need to quit going around the country and stirring those people up," Paul said, scrunching up his face and imitating Kerry. Paul claimed that Kerry had urged senators such as Paul to stop arguing against offering foreign aid to certain countries.
Paul prefaced his impression by commenting on how "snotty" Kerry was during a foreign affairs committee hearing.
