Washington, D.C. Councilmember Tommy Wells (D) definitely inhaled.

Asked last month whether he had smoked pot as a kid by, a news site run by college students at American University, he all but broke out the Grateful Dead ticket stubs.

"Ab-solutely, of course I did," he exclaimed, before calming down and correcting himself. "I mean, not of course, but I did, sure," he said.

Wells, who is currently running for mayor in the District, was the lead sponsor of a bill to decriminalize small amounts of marijuana in D.C.

The D.C. Council voted on Tuesday by a margin of 10-1 to pass the bill. Mayor Vincent Gray (D) is expected to sign the measure into law.

In hearings leading up to the vote, Wells often spoke about how marijuana arrests affect people in low-income communities, making it harder for them to get jobs and scholarships. He didn't delve into his personal relationship to the ganja.
