WASHINGTON — President Bush's Iraq war funding request collapsed in the House Thursday as anti-war Democrats and Republicans unhappy about added domestic funding combined to kill _ for now _ $163 billion to support U.S. troops overseas.

The unlikely coalition formed when Republicans expected to provide the winning margin for the Iraq and Afghanistan funding instead sat out the vote in protest.

The GOP revolt was a response to Democratic strong-arm tactics in advancing the must-pass measure, as well as their efforts to add money for the unemployed and an expansion of GI education benefits.

The defeat of the Iraq funding measure came on a 149-141 tally. Nearly two-thirds of the House's Democrats voted against continuing to fund the war as 132 Republicans sat out the vote in protest.

Democrats then forced through a nonbinding plan seeking an exit from Iraq by December of next year. The 227-196 vote on the measure broke mostly along party lines.

Thirty-two Republicans joined Democrats on a 256-166 vote to sharply boost education benefits for Iraq-Afghanistan veterans under the GI Bill _ despite an accompanying tax surcharge on the wealthy and small businesses _ and voted to provide a 13-week extension of unemployment benefits.

The practical effect of the GOP protest is likely to be minimal. While it kills the war funding component of the bill for now, the Senate is sure to revive it next week.

The White House weighed in again Thursday with a promise to veto the bill over the non-war spending, the new tax surcharge and restrictions on Bush's ability to conduct the war in Iraq.

Republicans said the strategy by Democrats to load the war funding measure with non-war provisions like extending unemployment benefits unnecessarily delays getting funding to troops in the field.

But some Senate Republicans didn't get the message.

Conservatives Larry Craig, R-Idaho and Richard Shelby, R-Ala., for example, sent out numerous news releases crowing about domestic add-ons such as $450 million to combat Western wildfires and $75 million to help commercial fishermen in a substantially more expensive Senate companion measure that cleared the Appropriations panel Thursday afternoon.

In the House, each side accused the other of using the must-pass troop funding bill for political advantage.

"We're playing political games on the backs of our troops _ you know it," said Minority Leader John Boehner, R-Ohio. "All this bill's going to do is delay the process for weeks and weeks and weeks while we play political games."

The GOP revolt came two days after the party suffered a devastating loss in a Mississippi special election that left Republicans saying big changes in party message are needed in order to connect with voters. Thursday's moves were not orchestrated by party leaders and whether they were politically savvy was not at all clear.

"With today's vote, the Republicans have shown that they are confused and are in disarray," said House Speaker Nancy Pelosi, D-Calif. "House Republicans refused to pay for a war they support, and by voting against the GI bill, they refused to support our veterans when they come home."

House action on the bill was the first act in a complicated legislative dance that promises to spill over into June, when the Pentagon will have to send out warnings of possible furloughs to civilian employees and contract workers.

Democrats engineered the three-vote minuet to allow anti-war liberals to vote against funding the Iraq war.

The add-ons for the unemployed and the new college benefits under the GI Bill represented the price demanded by Democrats for approving Bush's long-stalled request for additional war funding.

The new GI Bill essentially would guarantee a full scholarship at any in-state public university, along with a monthly housing stipend, for people who serve in the military for at least three years. It is aimed at replicating the benefits awarded veterans of World War II and would cost $52 billion over 10 years.

To pay for it and adhere to budget rules requiring new benefit programs not add to the deficit, the Democratic plan would impose a surtax on individuals with incomes above $500,000. Couples would pay the tax on income exceeding $1 million.

"We are talking about people who are making over $1 million to pay a small sacrifice for this war where our military families are paying a huge sacrifice," said Rep. Jan Schakowsky, D-Ill.

Senators in both parties, however, were balking at the one-half of a percentage point increase in tax rates. At the same time, Republicans and business groups said the plan amounts to an increase in taxes on small businesses that pay taxes at the same rates as individuals.

GOP Rep. Paul Ryan of Wisconsin said the Democratic bill "would bust the budget with billions in non-emergency spending but also raise taxes on small business. I can't think of a worse time to implement a tax increase with a weak economy that is struggling to create and grow jobs."

The war spending portion would have provided $163 billion for military operations in Iraq and Afghanistan into next year, slightly less than Bush's request.

The House measure also includes money for foreign aid and military construction projects as well as flood protection around New Orleans and a variety of smaller items.

Besides the GI benefits, Democrats have tacked on a plan to give 13 more weeks of unemployment checks to people whose benefits have expired and 13 weeks beyond that in states with especially high unemployment rates.

Bush also has threatened to veto any bill that ties his hands on Iraq. The House measure would require Bush to begin pulling out troops from Iraq within 30 days once the bill becomes law, with a nonbinding goal of a complete withdrawal of combat troops within 18 months. Senate Republicans are expected to block the provision.

Bush is basically irrelevent. He is the ultimate of lame ducks. He is to the stage of stamping his feet and threatening to hold his breath. He can veto. He can cut off funds to the military in Iraq and Afganistan. He thinks his determination to have his way will result in the congress caving and writing legislation to suit him. If the democratic congress has any backbone they will send him back the same bill until he either signs it or allows it to become law without his signature. I hope they have started realizing that Bush is less popular than Nixon, the smartest thing they can do is stand up to him and give the military personnel the care and benefits they should have. The unemployed could use some help too, of course Bushie hopes that they can be frightened by the specter of gay marriage into voting themself into destitution.

So, the republicans are unwilling to spend $52 Billion over 10 years (5.2 Billion a YEAR), which is roughly what we spend in iraq for a week.

52 billion as a long term investment in the people the republicans call heroes. I guess being a hero, doesn't necessarily get you a hero's reward. But then, I guess most of our heroes would take their "golden parachutes" out of the military and into civilian life.

Personally, having served in the USAF and having used my GI Bill to get an education, I'd like to see MORE not less of our military members coming home safe and starting productive careers in the private sector. The kind of ethics, sense of loyalty and patriotism that it takes to actually JOIN the service would be a welcome addition to those who profess to support the troops, while not having the guts to serve themselves.

Over one thousand Iraq and afganistan veterens per month try to commit suicide.The number one demografic using the free food panteries in san diego are military families.We are not supporting the troops in any form other than slogan and bumperstickers.They need the G.I.bill and they deserve it! and for the families to have benifits transfered its the least we can do they suffer as much as soldiers not knowing if this is the day my world collapses by losing their loved one,not to mention the economic suffering by having the breadwinner over seas.Six years of service they want?It strikes me theyve done the math and the ones who would survive that long would be so damaged they wouldnt be able to take advantage of it anyway.Mccain should be ashamed of himself and anyone in the military who votes for him deserves what they get.THE CHANGE YOU DESERVE!!!no joke.

Another difference between the two bills concerns active personnel being able to transfer their educational benefits to their spouse or children. McCain's bill allows 50% of those benefits to be transferred after six years of service; 100% after 12 years.

Maybe Webbs bill isn't the best one.

I think about them everyday. I'm also a member of IAVA and other groups. I donate what I can to Veterans and their families. I believe being patriotic and supporting the troops is more than stupid flag pins and a sticker on the back of you vehicle.

What a perfect example of how Congress is a collection of liars and snakes.

The real truth here is that the power players in the Democratic party wanted to fund the Bush occupation of Iraq, again. Players like Rahm Emanuel, Pelosi, Reid and others who are not real Democrats, the kind who run the party, the kind who are often featured on huffpo.

But as many new Congressional Democrats have become fed up with the pressure from party elders, they decided to revolt and vote against the funding this time.
What an embarrassment to the party leaders. This is why this week long story has been ignored by huffpo, as this is the first time this story gets any play here.
We can't admit that the only people in the Democratic party working to end the war are a few radical newbies who refuse to listen to party bosses and follow orders.

And of course the dirty Republicans, never missing a trick, all voted "present" so as to allow the bill to be defeated, thereby showcasing the division within the Democratic party.
The last time a thing like this happened was when several Democrats tried to get an impeachment bill rolling against the wishes of party bosses. Republicans did the same thing.

Our political system is broken. But the dirty creeps who run it are so highly skilled at fooling the people that they continue to get away with it.

All spending bills must originate in the House of Representatives. If the House does not originate a spending bill, then no spending bill exists for senators to fillibuster or presidents to veto. Speaker of the House Nancy Pelosi seems "almost" to have grasped this most important constitutional design feature. If the House has no war-funding bill to vote on, no war funds then exist to fund ruinous wars that Americans don't want their government pursuing. Unpopular war-occupations then have to end. The Iraq war-occupation began on Deputy Dubya Bush's watch and it needs to end of Deputy Dubya Bush's watch.

The ancient Chinese philosophy of Wu-Wei says: "By doing nothing, everything gets done." Or, as the jaded Vietnamese bar girls used to jeer at broke and hard-up GIs on Saigon's Tu Do Street decades ago: "No money, no honey!" The founders of America's Constitution understood the Chinese and Vietnamese way of thinking perfectly when they put the power of the purse in the House of Representatives as the chief and foremost means of preventing the President from abusing the standing army for partisan political aggrandizement. Deputy Dubya needs to order the troops home while he still has the funds available to save them. Or, he will maroon them abroad and tell them to get home the best way they can. Either way, that problem lies with him. He started this stupidity. He needs to finish it.

Boys here's a clue during WWII the top rate was over 90% and EVERYONE shared in the sacrifice for the war not just the Troops and their families . But what the heck the President has given up Golf for the war effort .
