BAGHDAD — A disgruntled local official opened fire Monday on U.S. soldiers attending a municipal council meeting southeast of Baghdad, killing two of them and wounding four other Americans, U.S. and Iraqi officials said.

The assailant died in a hail of gunfire after the attack, which occurred in the town of Madain, also known as Salman Pak, about 15 miles south of Baghdad in an area with a history of Sunni-Shiite tension.

U.S. officials confirmed two American soldiers died and that four Americans, including a civilian interpreter, were wounded.

Iraqi police and witnesses said the attack took place in front of the Madain municipal building where the Americans had come to confer with local authorities.

U.S. officials said the Americans were leaving the building when the assailant opened fire about 1 p.m. However, the U.S. officials released no further details except that the assailant was killed.

"The attacker came out of his car with an AK-47 rifle in his hand and started firing on the American soldiers until he was killed by the return fire," said Hussein al-Dulaimi, 37, who owns an agricultural machine shop across the street.

Al-Dulaimi, other residents and a police official said the attacker had been a Sunni member of the municipal council until he was ousted by Shiites during sectarian violence following the February 2006 bombing of a Shiite shrine north of Baghdad.

But the Interior Ministry said the gunman was still an active council member.

The motive for the attack was unclear, and ministry officials were investigating whether the gunman had ties to Sunni insurgents.

The Madain area was a center of Saddam Hussein's biological and chemical weapons program. It also includes the tomb of Salman al-Farsi, a companion of the Prophet Muhammad.

The tomb has been the source of sectarian tension in recent years, with both Sunni and Shiite religious organizations competing for control of the shrine, which used to draw pilgrims from across the Muslim world.

U.S. military officers have been working vigorously to restore and promote local administrations, with the goal of preventing the area from falling back under the control of rival Sunni and Shiite extremists.

American and Iraqi officials have been stepping up their campaign against both Sunni and Shiite militants to prevent them from regrouping following setbacks in Baghdad, Basra and other major cities.

Prime Minister Nouri al-Maliki flew Monday to the southern city of Amarah, where U.S.-backed Iraqi troops launched an offensive last week against Shiite militias, including the Mahdi Army of anti-American cleric Muqtada al-Sadr.

There has been no resistance but dozens of people have been arrested, including police officers and the mayor for alleged ties to the militias.

Al-Maliki, a Shiite, promised to keep Iraqi troops in Amarah "until we are sure that those murderers and criminals won't return."

He also singled out Diyala province as a possible next target for a military offensive, promising to "continue chasing the remnants of the defeated al-Qaida elements, former regime followers, the militias and the outlaws.

Last year, U.S. troops regained control of the Diyala provincial capital of Baqouba, which had been held by al-Qaida in Iraq and other Sunni militants.

But the extremists appear to be regrouping in Diyala, targeting a network of U.S.-backed Sunni fighters _ known as awakening councils _ organized by the Americans to fight al-Qaida.

A roadside bomb exploded Monday near an awakening council patrol in Buhriz, a suburb of Baqouba, killing two of the fighters, a police official said, speaking on condition of anonymity because he wasn't authorized to release the information.

Late Sunday, 10 members of another awakening council group were killed and 24 were wounded during a mortar attack in Udaim, about 70 miles north of Baghdad, according to army Maj. Mohammed Thawra.

A female suicide bomber struck an area near government offices in Baqouba on Sunday, killing at least 16 people and wounding dozens.

Oh yes the surge is working. NOT ! How long will our soldiers have to die for a mistake? The Iraqi people don't want us there and as long as we are they will find ways to kill Americans. McSame and Bush want 58 bases( one in each town) to try to quell the violence. The troops will really be there to guard Exxon Mobile's etal's takeover of the oil fields. We will be there as long as the oil suppy lasts...maybe 100 years. McSame didn't misspeak, that's what he meant all along.

The surge is working so well to quell violence that city council members in Iraq are forced to provide more violence for the surge to take on.

Not to make light of the injured or killed, but can you think of a more telling sign that we are not wanted ion this country than democratically elected officials taking up arms to try and get the message across to us?

One of the shallowest mantras that we are now hearing from the right is "The surge is working, and we are winning in Iraq." Pure bull. We are not winning crap in Iraq. Because violence is down, they want to say that the surge is working. Violence is down because we have flooded the streets with more troops, at a staggering financial cost to our taxpayers. Additionally, since the communities throughout Iraq have been ethnically cleansed, with over 2 million refugees having left Iraq, well of course the killings are down. Try telling some of those refugees that we are winning. Winning would mean that all of those people could go back to their homes without fear of getting tortured, blown up, shot, or beheaded. It ain't gonna happen. George Bush and his neocon minions have opened a Pandora's box.

So, we are winning in Iraq, huh? Well, if that miserable situation in Iraq is what they call, "winning," then I sure would hate to see what they would call "losing."

Those ungrateful SOBs. After all that freedom we've given them this is how they repay us. Oh yea, that's right, that's why they hate us, for our freedom. Why do Iraqis hate freedom so much? Who is our enemy again? I can't keep track.

Is the deadly attack by an Iraqi councilman on U.S. troops a subtle reminder that we're not welcome in their country?

How can anyone even know if anything is working? The Bush administration put up every obstacle they could so media could not report on what was going on in Iraq. If things were going so good as BigLib claims, then why isnt all the so-called good news being splattered all over the place? The administration had no problem getting press when it touts any (I thing they are all gone) successes. Are things better than before....yes...but thats like saying we are no longer in the fire, but now in the frying pan.

Herr Neo Nazi King Pinocchio is misunderestimated. The deliberate incompetence is to throw the enemy off balance until the Neo Con owned oil and Energy Conglomerates have taken over the Iraqi Oilfields without losing a single precious Neo Con Parasite.. Leeching off the American Taxpayers.

The oil fields of Iraq mean nothing to the neocon war machine.. it's the U.S. Treasury they are intent on claiming as their own.

very very sad that someone would compare a story about the death and injury of US troops to a story about a dog barking. Support the troops by bringing them home so no more Iraqi politicians can kill them.

Tip for Republicans: Most of the people who still believe you are not too smart. Add a few letters and rename the "Surge". Call it "Surgery". That way, every time another soldier is almost killed, loses an arm or a leg, you can at least be honest.

In fact, I think you can run a whole Presidential campaign on it, i.e. "My friends, the surgery is working".
