Everyone is frightened and the world financial system is failing. We are spending trillions of dollars on security and wars around the globe yet their recruiting has never been better. We need to change courses on the GWOT because it isn't working, as conceived. Terror as a strategy or tactic is not going away. A long war or a permanent war? You cannot win against a tactic or a strategy. You must use police forces, not the military unless it is a state sponsor of "terrorism."
