Obama's State of the Union Inspiration: Ronald Reagan

What's Your Reaction:

President Obama's first State of the Union differed markedly from his other major speeches. Obama eschewed the flashier rhetoric of his inaugural and congressional address and avoided the biblical and literary allusions he favored in South Bend and Cairo.

However, in at least one respect, Obama remained true to form. In past speeches, Obama has sought to channel famous Americans ranging from Martin Luther King to Abraham Lincoln. Tonight, he tried for Ronald Reagan.

The three major themes of Obama's State of the Union were straight out of the Gipper's playbook: First, resolve in the face of adversity. Second, a folksy demeanor laced with jokes. Third, a persistent reminder that he took office amidst a sea of trouble.

President Obama's glance toward Reagan for inspiration is unsurprising. During the 2008 campaign, candidate Obama stated that he "admired" Reagan for changing the "trajectory" of American politics.

Here are the top ten lines from Obama's State of the Union which echoed the Great Communicator:

"[O]ne year later, the worst of the storm has passed."

While more dark days will come, things are getting better. In Gipper-speak, it will be morning in America soon.

"Again, we are tested. And again, we must answer history's call."

The phrase, "history's call," was a favorite of George W. Bush's. Presumably Obama did not plan to invoke Bush 43, but rather sought to convey that America would rise to the challenges before it, just as Reagan reaffirmed the nation's commitments during the Cold War.

"And if there's one thing that has unified Democrats and Republicans, it's that we all hated the bank bailout. I hated it. You hated it. It was about as popular as a root canal."

This line seeks to out-flank the Tea-Partiers who helped elect Scott Brown. More importantly, this is one of many jokes of the speech, the most humor Obama has displayed to date. It's not "honey, I forgot to duck," (Reagan's famous post-assassination bon mot) but it's a comedic start. It's certainly more comedic than Obama's three predecessors.

"Let me repeat: we cut taxes."

Look for this to reemerge in the midterms elections. For those making under $250,000, Obama will argue that he lowered tax rates. The Club-for-Growth will no doubt note that this is no trickle-down-Laffer-worship, but tax cutting for the masses is the rhetoric of Ron.

"[B]y now it should be fairly obvious that I didn't take on health care because it was good politics."

Obama introduces a difficult subject area with an uncharacteristically humorous lead in. It's unlike Obama, but would have been a natural move for the Great Communicator.

"While we're at it, let's also eliminate all capital gains taxes on small business investment; and provide a tax incentive for all businesses, large and small, to invest in new plants and equipment."

Obama emphasizes tax cutting to promote business growth, particularly for small corporations. This sounds like the former governor of California, not just the ex-Senator from Illinois.

"Most of this was the result of not paying for two wars, two tax cuts, and an expensive prescription drug program. On top of that, the effects of the recession put a $3 trillion hole in our budget. That was before I walked in the door."

Insert Jimmy for W, and this comment might as well have been from 1982.

"Starting in 2011, we are prepared to freeze government spending for three years. Spending related to our national security, Medicare, Medicaid, and Social Security will not be affected."

While the four categories above make up a huge portion of the budget, stopping government expansion, at least in word, is decidedly Reagan-esque.

"Like any cash-strapped family, we will work within a budget to invest in what we need and sacrifice what we don't. And if I have to enforce this discipline by veto, I will."

Reagan put it more pugnaciously, daring Congress to "Go ahead -- make my day."

"Last week, the Supreme Court reversed a century of law to open the floodgates for special interests -- including foreign corporations -- to spend without limit in our elections."

This is a bold move. I know of no instance where a President has so sharply criticized a decision of the Court directly to the Justices' faces. All the Justices, dissent and majority, managed to hold still (except possibly Justice Alito, at least according to some reports).

This was an unseemly tableau: the President criticizing, Congress applauding, and the Court sitting stiffly in the middle. It may go over well with the voters, but it wasn't classy. Reagan never went after the Court so overtly, but he did speak out against abortion and politicized the appellate judiciary in a way previously unseen.

In the end, for all of Reagan's rhetoric, he won in 1984 because the economy had improved. The same will be true for Obama, who is not just looking to the midterms. At the end of the day, talk is cheap; the proof will be in the pudding.

It is a favorite tactic of revisionists to claim Reagan was not an out of control spender but the Dems in Congress were. Although the Dems had control of the House in 1980, they lost the Senate which had a Republican majority of 53 to 46. In the 1982 election the Republicans gained a seat to have a majority of 54 to 46. In the 1984 election the Republicans went back to 53 seats compared to the Democratic 47. In 1986 the Republicans finally fell into the minority with 45 seats, the Democratic Party winning 55 seats. As we can see this falsehood is exposed as Republicans controlled the Senate and if they were so much against out of control spending all they needed to do was vote against any expense they did not want. The National Debt increased 189% under Reagan and his majority Republican Senate. In reality, the Republicans lock stepped with Reagan in out of control spending so a majority of Dems was never necessary to get Reagan's mad spending through. In addition, reconciliation was used a number times in the Reagan years to pass his budgets. Republicans have short memories.

Every year of his presidency Reagan submitted a budget demanding a greater level of spending than Congress would agree to.

When Reagan took office n 1/1981 unemployment was at 7.4%. Under Reagan unemployment reached 10.8% 22 months after he took office, and 15 months after his tax cuts to the rich which he promised would reduce unemployment to 6.9%. When Reagan was sworn in for his second term, 1/1984 unemployment was at 8%, it only fell below that the following month; of course genius Reagan managed to sit by while the Stock Market crashed in 1987 - and Republicans hold this joke up as a national fiscal hero. Most of Reagan's pretend job creation was people moving from high paying manufacturing jobs to low paying service jobs. Yet, Obama is condemned for unemployment being at 10%, when he inherited on his first day of office an unemployment rate of 8.1%, two unfinished wars, the largest budget deficit in history up to that point, and a major recession.

I doubt it would make much of a difference in the modern world as armies are small and fewer troops are needed to wage war.
06:01 PM on 01/28/2010
Funny how you fail to conclude what unemployment was when he LEFT office, PWM - 5.5%.
and the "crash" you speak of was simply a correction from an unsustainable spike.

Not only do Republicans hold President Reagan in the highest regard, but all except the extreme fringe liberals respect him as well.

From Dan Choi:

... message for President Obama: Don't wait, don't delay.

Last night, the President repeated his campaign commitment to repeal "Don't Ask, Don't Tell" ...While the President promised that DADT would come to an end "this year," he did not provide specifics -- and the White House still has not released a plan to kill it. That's unacceptable.

I served in the Army for a decade under "Don't Ask, Don't Tell" -- an immoral policy that forces American soldiers to lie about their sexual orientation. Worse, it forces others to tolerate deception. As I learned at West Point, deception and lies poison a unit and cripple a fighting force.

The time for talk is over. The time for action is now. If you agree, please join the Courage Campaign and sign my message to President Obama. Tell him "Don't wait. Don't delay. End DADT now!" DEADLINE: MONDAY.

http://www.couragecampaign.org/DontDelay

Last March, I went on Rachel Maddow's show and spoke three truthful words: "I am gay." For that, I face discharge from the Army ... not for what I do, but for who I am.

As an infantry officer, an Iraq combat veteran and a West Point graduate with a degree in Arabic, I refuse to lie to my commanders...to my peers...to lie to my subordinates.

We've moved the president but now we need to finish the job.

Thank you.

I remember meeting Ronald Reagan in the parking lot of a supermarket where I worked in Reseda, California when he was running to become governor of the state and I have always had the same impression of him after shaking his hand. He was not too bright and a perfect politician. Obama is an untellectual with hardly any real convictions and very disconnected from ordinary people and no matter how good his acting skills he will never convince people with his attempts at populism. He could win another term but only as a right wing democrat which is where he is headed.

The difference between Reagan and Obama is that Reagan believed in the American people, and worked at getting the government out of the way. Obama has no confidence in "Ee The People" and keeps putting obstacles in the way.

Reagan was a disaster.

Reagan's Legacy;
1) Increased the National Debt by 189% ($998 billion to $2.6 trillion) no one else comes close.
2) Converted millions of highpaying union jobs into low paying nonunion jobs.
3) Cut spending on healthcare leaving exservicemen, disabled people, and the old without any support and left to rot on the streets.
4) Doubled the number of poor in the country.
5) Turned the US from the major exporter of manufactured goods in the world to the major importer of manufactured goods.
6) Turned the US from a net importer of raw natural resources into a nation that exported raw natural resources (just like a third-world country).
7) Funded terrorists and tried to trade arms for hostages.
8) Funded and added Saddam with his WMD.
9) Reagan encouraged corruption, allowing companies to sell $25 toilet seats to the military for $360 and $8 hammers for $120.
10) Reagan cut income taxes on the working class but increased payroll taxes and the mandated contributions to Medicare and Social Security but did so in such a way that the top 1% paid 15% less than they did before by limiting their deductions on the first $61,000 but the working poorest had theirs increased 15%.
11) Reagan took a staggering 436 vacation days at his ranch in 8 years.
12) Allowed Rupert Murdoch to circumvent the immigration laws to purchase American media sources.

Reagan was an idiot who nearly destroyed the middle class entirely. We've been cleaning up his mess ever since.

No one questions the president's toughness, just his priorities and competence to lead, we are not playing King of the Hill. People need jobs more than his ill conceived liberal programs which are simply a tool for diverting attention from the suffering of millions lacking work or underemployed. In 2010 the American voter will speak through action he and his sycophants will understand. He obviously listens to few so his administration will be ultimately judged by many. I chose not to listen to the speech predicated on this principle, since he refuses to consider the tragic realities of the unemployed and hurting families of the nation I will not listen to his meaningless rhetoric promising jobs and providing nothing.

The President continues to talk about jobs, including rhetoric on cap and trade, health care reform, climate, while the economy slides toward the brink. One now realizes after viewing his performance in office to date and his speech last night, there is little bi-partianship in his porfolio. Perhaps we are dealing with an administration that is more analagous to Nero than Hoover, certainly not Reagan.

The change we voted for was obviously of the down hill variety. Our toughness as Americans will be demonstrated over the coming months in surviving these ill conceived policies that are reducing the greatest nation on earth to a whimper instead of a roar. America is still the greatest nation on this planet, in time we will elect an administration to lead us forward.

Jobs will be created when credit is loosened. The banks don't want to do that they want this recession to become a depression. The racist need this president to fail even if the US goes the way of the former Soviet Union.

What Washington and the players lack is a new idea. Lets try dead presidents or those who hide out in Harlem maybe they can make us seem better.
I fully understand that to be a politician at the highest levels you have to be everything to every one, this is wrong and stupid...so a lessen to the O'Man I need an idenity...become less liked, become strong and forceful...walk up to the Democrats up for election and say either you are with me or I will support someone else...
I fear most another president worried about his re-election over the needs of the country. This is what I am seeing and hearing that he is running again...time to stop running and govern both your party that will lose votes this year and a country that needs strong action with out asking China if it is OK.
Jobs require both someone to buy and a place to produce, we have both here, look around...lets start funding Americans to produce what we use in America. Start small. fund them with no interest loans and allow the people of America to have as much a chance as the nations we have rebuilt!

You're right, and it seems like there is no Obama, he simply dress up his rhetoric in imitation or homage to some historical figure, and assumes that role for a period of time.... An actor can act at leading, but that is far different from actually leading.... Perhaps Obama is simply like a wardrobe, a collections of costumes for various occasions by which he adopts different persona's. That is really him, this ability to play different public roles via speeches and postures. He is a collection of roles, sort of like a one man play. In some additional ways this fits. He reconstitute Clinton's and Bush's economic team, and he simply continues with Bush's DOD top leadership and effective Bush's policies, some in expanded form. There really is no Obama here, in the sense of a distinct mind and policy maker, he simply adapts pretty much whole cloth what others have done, much like channeling the various persona's you mention through his speeches.
