First of all, it is the world wide interest in nuclear power that sparked the Arab interest in nuclear power, not vice versa. Lots of countries are going nuclear not just Arab ones.

Secondly, the UAE agreement specifically states that the UAE is free to pursue its own enrichment if it should decide to do so in the future.

Third, Iran's development of enrichment was not a secret -- the program started under the Shah, the discovery of uranium was announced on national radio in the 1980s, and the Iranians invited IAEA inspectors to visit Iran's uranium mines in the 1990s. The only secrecy was mainly in the importation of some centrifuge components from Pakistan -- but this was because the US consistently undermined Iran's overt efforts to acquire the technology to which it was entitled under the NPT.
