Those stickers are good for two other things, as well. If you're a little late for work, you can tell the lines at the polls were longer than you expected. Some merchants give out goodies for people who have voted.

I think the stickers are a good idea - not as a reward for the voter, but a reminder to those who haven't voted yet. And, in an election where a lot of people have voted, seeing lots of those stickers can contribute to the bandwagon effect - people will remember that they need to jump on and get to the polls.
