Captain Eustaquio Castro-Mendoza is the U.S. Navy fellow at the Council on Foreign Relations (CFR).

Most recently, Captain Castro-Mendoza was assigned as the vice director of intelligence and as the deputy director for intelligence analysis at U.S. Southern Command.

Captain Castro-Mendoza is designated as an air intelligence officer and has served in various operational and staff assignments throughout the United States and Latin America. He has made numerous deployments to the Pacific and Indian Oceans, Mediterranean Sea, and Arabian Gulf.

Captain Castro-Mendoza earned a BS and MS from Angelo State University and an MA in national security and strategic studies from the U.S. Naval War College. He was a PhD candidate at Virginia Tech before receiving his Navy commission through Aviation Officer Candidate School in Pensacola, Florida.
