Scapegoating is a time-honored tradition that has proven effective at removing the stench of culpability. But Iraq is the residue of myriad bad policy decisions implemented by a number of individuals.
Each violent act in Iraq, be it sectarian or otherwise, that is reported throughout the Middle East comes with the added rider of American culpability.
