How difficult will it be to enforce Arizona's new anti-immigration law, which gives law enforcement the right to stop and detain anyone who is "reasonably suspicious" with regard to being an illegal non-U.S. citizen?

This. This law will do nothing to stop the drug cartels, a flat nothing. Forging American papers is child's play to people like Vicente Zambada, who have their fingers in every pie.
