Carol Chodroff is the US Program Advocacy Director of Human Rights Watch, where she focuses on criminal and juvenile justice, immigration policy and counterterrorism. She has worked for over twelve years on behalf of youth in the juvenile and criminal justice systems. Before joining Human Rights Watch, Ms. Chodroff served as a federal public defender in San Diego, and a high school teacher for youth in the juvenile justice system in San Francisco, California. She is a graduate of UC Hastings Law School, Harvard Graduate School of Education, and Georgetown University.
