It would seem that "drug paraphenalia can only be drug related if it's used for that purpose. Otherwise empty aluminum cans and foil ar "drug paraphenalia".

it had previously been my understanding that for a charge of drug paraphinalia required the presense of drug residue which would not be present here.

another one of the things you can thank the bush admin for. they also spent several million dollars shutting down all the internet sites that sold bongs also. like that is going to stop people from smoking. just more propaganda for their coffers.

in all reality, this will only affect very small business owners. there are no enormous chain store head shops. there is no giant distribution chain to see that they get to the stores. all of these places are small business's that are just struggling to get by the same as all over working Americans.
