A really Big Deal:  for many reasons:
1. Home care workers have been denied the same rights as other workers. 2. Home care workers make very little and many struggle to get by. 3. These jobs are part of a booming industry. 4.  Read More... Women and people of color disproportionately make up the home care workforce.
More than 90% of these workers are women and half are people of color, making the rule change an important gender and racial justice issue.  Only took 50 years:  this change fulfills one of the original  demands of the March on Washington to include all workers in the FLSA’s protections.

I think that anyone willing to work should get at least the minimum wage, and our current minimum wage is too low. I grew up in Baltimore, worked hard to get where I am, and in that journey I had to support myself during my education with minimum wage jobs. Minimum wage almost gets you by. To survive in this country you have to be lucky enough to get a job, be willing to work hard, outwork the next person, sacrifice your time to educate yourself, save (even if only a couple of dollars a week), and with luck, the economy will survive and your meager investments will make up for the social security shortfall that we will all realize in a few years.

If ANYONE, and I do mean ANYONE believes that a home care worker makes TWENTY THOUSAND dollars ($20,000) a year or anywhere even remotely close, they are living in a parallel universe.

The CNA that cares for my grandmother makes $8.50 an hour with no mileage reimbursement or per diem. We live in San Antonio, a city that is very spread out and has poor / unreliable public transport. Most of the companies in this area pay $7.25 and only increase pay when required by the family or federal law.

It is absolutely abhorrent that the "grunts" are doing all of the work and not being compensated fairly for their time, energy, expenses, or training.

Thank you! I absolutely agree! I've worked as a nurse for the last 45 years, and know what a hard, demanding job they have! It pains me to see the CNA's struggling as they are! Everyone that works deserves a living wage! Forget benefits - who gets those anymore? But anyone who works a full time job should be able, at the very least, to put food on the table and not have to resort to food stamps. The present system makes people dependent, then vilifies them for being so! It's obscene!

A few years back, I worked as Nurse Assistance when I was a University student and could work as many hours I wanted to, although the pay was only $7.25 an hour I earned a good paycheck, because I worked many overtime hours and stayed awake late nights completing college homework assignments. Currently, most Nursing Agencies will only allow employees to work 28 hours weekly, because of the Obama-Care health insurance laws for employers, which will not go into effect until the year of 2014. Things have really changed the last few years for Nursing Assistances and the pay is not worth attending a school and receiving a Nurse Aid Certificate and State License. The only bad thing about the new (“Minimum Wage, Overtime Protections Law”) Medicated / Medicare will be overcharged, because employers will not be stuck with higher cost for increasing employees wages.

The average nursing assistant to patient ratio is around 20:1. They must also have one registered nurse on staff for 8 hours a day and one RN or LPN on duty for the remaining hours. There is no minimum staffing requirement for nurse's aides. Considering the fact that the rate per day ranges from $140 to $500 per patient, per day, the lowest amount of money the facility takes in is $980 a week per patient. Let's say there is only 20 patients in the home...that means this home takes in $19,600 a week/$78,400 a month! That is at the very lowest end, most homes cost more than that. They can afford to pay more to their employees.

Try again. I work in a hospital and none of what you said is true. The CNA make more like fifteen an hour and they work part and full time. Overtime is a thing of the past for all but the CNAs. Obama care has nothing to do with this part time status. Hospital like to hire part time and schedule up to meet needs an down to keep cost down. They have to be careful because they can only keep it part time if they don't go over a year of scheduling up. Sounds easy but they work the crap out of them. It is a thank less job and the one the hospital like to mess with because THEY ARE NOT LICENCED BY THE STATE. Medicaid and Medicare will not be overcharged because e they do not compensate for RN or CNA's You are not correct in any of your info

CNAs must be licensed or they wouldn't have the "Certified" part of the name.

Did you ever think every State is different, there is not one Nurse Aid in this State earning $15.00 an hour, LPN"s only earn $17.00 an hour. The highest C.N.A's earns working at hospitals is $9.00 an hour. Most hospital workers already have health insurance, therefore the work hours stays pretty much the same. By the way, I wrote about Nursing Homes, in home care and Nursing Agencies, not hospitals.

Home care is one of the biggest money making schemes of all time. One RN visit and Ill paid CNA visit after. Insurance pays for little care. The sick at home are better off in hospice and that is a fact.

So, baggers, let me get this straight. It's bad to pay the people that take care of our aging parents and grandparents because their children don't have the time or could care less, a barely living wage. The same people who feed them, clean them, talk to them, etc. A decent wage is just to much. Is that what you're all saying?

I agree.  And then they go and say that about anyone who doesn't make enough money on their own due to their policies are "takers". I'll always vote 3rd party when i can but when it comes to the elections next year we need to get these Repulicans out so things can get done.  People say Obama is horrible at running things but with Congress blocking everything we haven't had a chance to even find out.

Obama, If your going to make a promise to American workers why not start by telling them there are jobs being created. Then maybe let us know the minimum wage will be raised to something you can actually live on. Even with working overtime every day(which no one should have to do) what you are proposing still doesn't get food on the table or a roof over workers heads.

Yes, we definitely don't want home-care workers to have anything approaching a living wage. Afterall, their current handsome income is nearly $8K below the poverty line. That should be more than enough to cover their expenses for sleeping on park benches and eating at McDonalds.

Most homecare workers are fed on the job and many sleep on their jobs. I have no problem with anyone in this country making a fair wage...but I do have a problem with Obama's "executive orders" which prevent discussion prior to decision.

The biggest problem with his decisions is that they are not based on any desire to help the people. His agenda is to socialize the USA.

Yet another bad economic policy from the Obama team. Also, I'm a little confused about how the President can make a rule that supercedes a law passed by Congress.

Seriously, is this guy going to support a single good economic policy during his administration? He's got to be the biggest technocrat/big government/big regulation President we've had since Johnson. I've literally never heard him endorse a single pro-free market policy. Not one.
