More than one dog per family isn't necessarily gluttony. The larger breeds should feed a family for a week, but some of the yippie little ones aren't much more than an appetizer.

Seven billion people on a non-expanding planet are apt to encounter some constraints. Those might be imposed by a government that is notorius for its dedication to planning. Or we could just let constraints happen as nature takes its course.

When it comes to population and families thoughtlessly having 3-4 children. Then their children do the same. They are going to think "freedom" when our whole society collapses in upon itself. Not just from that single aspect of course, but one of many.
