Yes, it's a sideshow and a distraction. Unfortunately for the country, it works. Protestors in the hinterland and politicians in DC who have their own motives and reasons either buy into the Argument Du Jour or pretend to, just to distract the dialogue and look like they're still relevant.
Here's a video of someone interviewing the protesters in D.C. They are so misinformed. About 6 minutes the interviewer approaches people with signs about the czars. He asks about them and then he tells them that Reagan had a drug czar and that Bush expanded the use of czars. They're surprised to hear it. One guy asks "You know this how?" (oh my) They actually believe this terminology and the use of Czars began with Obama.

The whole "czar' issue is another 'throw-it-against-the-wall-and-see-if-it-sticks' Rovian tactic. Important to keep reminding us of its history, but ultimately it's just another distractor.
