Ms. Louard-Michel provides strategic, policy and programmatic direction to the Corporation for Supportive Housing’s efforts to spur innovative, housing-based solutions to homelessness in New York. Key initiatives for the New York office include advancing implementation of the New York/New York III Agreement, a $1 billion city/state commitment to finance 9,000 units of supportive housing, leading demonstration programs targeted to families, youth aging out of foster care, substance using and re-entry populations, and promoting policy reform and systems integration across homelessness, human services, criminal justice and housing sectors. CSH advances its mission by providing high-quality advice and housing development expertise, by making loans and grants to supportive housing sponsors, by strengthening the supportive housing industry and by reforming public policy to make it easier to create and operate supportive housing.

During her thirteen year tenure with CSH, Ms. Louard-Michel has worked on numerous projects, representing thousands of units of permanent supportive housing for homeless individuals and families. She has also managed special initiatives including program design for the CSH/OMH New Construction Design Program and 4% Tax Credit Financing Demonstration; program planning for the Kelly Hotel, the first housing model developed in New York City to specifically address the needs of long-term shelter stayers; and CSH participation in the $200 million New York City Acquisition Loan Program. Ms. Louard-Michel received her Master in Historic Preservation with a specialization in Urban Planning and Housing Finance from Columbia University and completed her undergraduate degree in Architecture at Yale University.

NYC Saves SRO Supportive Housing

Earlier this month, Mayor Bloomberg released New York City's FY 2011 Executive Budget. Despite painful cuts to various homeless service and mental health programs, the Mayor will continue to fund the City share of the New York/New York and SRO Support Services Programs.

For this he should be applauded.
