Russia and Israel -- Beginning of a Great Friendship

Posted: 10/18/2012 1:16 pm

Few days ago, UNESCO was about to vote in favor of the latest ritualistic anti-Israel resolution, this time presented by the Hashimite Kingdom of Jordan over the situation of the Holy places in Jerusalem. The Israelis braced themselves for the inevitable automatic majority against them -- but not this time. It was Russia, of all member states, which pulled the chestnuts out of the fire for Israel. The Russian Ambassador intervened, and the vote was delayed, at least for half a year, clearly with a view to quietly remove this artificial issue from the agenda of UNESCO. The Israelis, of course, expressed their gratitude, and this is just the latest example of the ever- improving relations between the two countries, which until the dissolution of the Soviet Union were at constant odds.

It was not always so, as the Soviets supported the UN Partition Plan in November 1947, and moved later to recognize the newly-established State of Israel, and also to supply it with much-needed arms in its war of independence, given by their then satellite state of Czechoslovakia. But then, the Soviets changed horses, adopted the rising tide of radical Arab nationalism, led by Nasser of Egypt, and became Israel's worst enemy in the international arena. What helped them pursue this policy was also the fateful decision taken by Israel's first PM David Ben-Gurion to side with the US in the Korean war, much to the chagrin of a lot of left-wing Israelis, who considered themselves part of the international Socialist camp. That was then, but it all changed after 1990, and diplomatic relations first, and later thriving commercial relations, were established between the two countries, and in the background was the exodus of previously oppressed Soviet Jews to Israel, something which has had a profound impact on every facet of life in Israel, including its domestic politics.

Former Soviet Jews constitute almost 20% of the voting population in Israel, and the vast majority of them seem to be firmly in the column of the nationalist right-wing in Israel. It was former President Bill Clinton who caused ripples in Israel when he stated that the influence of these people is becoming an obstacle to a compromise solution of the conflict with the Palestinians, as they tend to strongly object to such a solution. It was an exaggerated observation on the part of the former president, but not totally baseless. Nor is it baseless to argue that these people can be, and probably already are, a factor in the growing friendship between Israel and Russia. President Vladimir Putin picked Israel for its first international visit after his recent election. What seemed to be a diplomatic fantasy years ago seemed almost natural in May of this year, as the Russian leader inaugurated a stature commemorating the fallen Soviet soldiers in the "Great War" against Nazi Germany, many of whom were Jews.

During the visit, Putin had a long session with PM Netanyahu, the contents of which remained unknown, but not for too long. It has been published that the Russian natural gas, state-run monopoly Gazprom, which is the world's biggest natural gas exploration and production company, is very keen on investing a substantial amount in some of the newly-discovered natural gas resources off the shores of Israel. While the Netanyahu government is not in a position to decide all by itself whether to admit Gazprom as a senior partner in the new project, it sure does wield enough influence to enable the Russians to be involved. It is this possible partnership which arouses a lot of interest in the Middle East and could become the linchpin of a new strategic realignment in the Mediterranean. The Israeli plan is to incorporate Cyprus in the production of the gas and oil and the two countries have vastly improved their relations, even though the President of Cyprus is a member of the Communist Akel Party.

There is possible profit to share in the background, but also a joint adversary, and this is Turkey under PM Erdogan and the AKP party, which have targeted Israel, since the tragic Mavi Marmara incident, as a rival country, and whose relations with Cyprus have been adversarial since the illegal Turkish creation of the Republic on Northern Cyprus in 1974. But then there is also the big shadow of Russia in the background. The Russians make it abundantly clear that they will not tolerate Turkish attempts to torpedo a joint Cypriot-Israeli project, as well as expressing growing impatience with other aspects of Turkish policy, not least the interception of planes flying from Russia to Syria.

While Russia and Turkey agreed in December 2011 to grant Gazprom permission to construct the South Stream pipeline project in the Turkish waters of the Black Sea, it is well-known that the Russians do not want to be too dependent on Turkey in terms of being able to export their gas and oil, so the option of taking part in the Israeli and Cypriot projects is highly appealing to them. It can and may very well prove also highly appealing to Israel, and could become the anchor of new, strategic relations between the two countries. Yes, Iran may prove a major stumbling block, and Russian objections to stricter sanctions against Iran are not popular in Israel, to put it mildly; but the Russians are not in support of Iran developing nuclear weapons, and they are very sensitive about fundamentalist Islamic influences over their own Muslim population.

It is clear therefore that Israel and Russia may have enough in common to further develop their relations and create a stable friendship based on a variety of interests.

Not surprising, Russia isnt that die hard supporter and funneling of 4 billion annualy to any middle east state in the region compare to the US.
It doest really matter how much you postpone a problem, it will only be harder to deal with in the end of the day.

There are two important contributing factors in Israel-Russia's relationships rapprochement: a) an intersection area of mutual interests in the region grown to the very significant level as mentioned in the piece; b) the Russian PM Putin, for all his autocratic behavior, does not wield anti Jewish or anti Israeli qualities, contrary to his former Soviet patrons.

Its a reflex action for Israel to stifle the freedoms of Palestinians. They've been doing it for so long they just do it out of habit now. Even if it doesn't affect a single Israeli. Stop Palestinian living their lives at all costs, No matter how bad it makes Israel look. They can always claim the antisemitism defense later,

Israelis sit in their bunkers behind their walls and wonder why the country is DESPISED by every single one of its neighbors and dozens of others around the world.

Talk about "a reflex action"; Palestinians weren't mentioned once in this article. People like you are so accustomed to bashing Israel you "just do it out of habit now." But thinking it's done out of "anti-Semitism"? Ridiculous.

Israeli Jews don't "wonder why the country is DESPISED" by haters. It's why a Jewish nation was created and why it's as necessary as ever.

Russia is getting grief for their support of Assad, so they throw a little support towards Israel to blunt that and get some goodwill for gas exploration.
Trying to exploit a Israel/Turkey rift will be a tightrope act given that in the brewing Turkey/Syria conflict, Israel and Russia are nominally on opposites of the equation.
Of course Russia might decide that Israel is a more valuable economic partner than Iran and stop their support of Iran and Assad.

Isn't global geo-politics fascinating??

Not quite. Both consider Turkey being hostile to their regional interests (no matter pc talk) and both want Assad (who provided stability in the region for long time) to survive.

Well, considering that America decided to support Israel as an offset to the Soviet - Arabic alliances, if Israel cozies up to Russia, perhaps America can finally "remember" her own "principles", (Justice for ALL, etc.), and eschew or at least back off of our seemingly unconditional support for them as they oppress, abuse and perpetrate numerous unacceptable injustices upon their victims the refugee Palestinians.

Sure Israel go with Russia, then we can avoid taking on all of your enemies / victims! Thank you!

No argument from me. That is one of the many examples of what happens when you set aside the principles which established America as something BETTER than the rest.

Which leads back to my insistence that we stop supporting oppression and as our Statue of Liberty says, support the OPPRESSED, not the oppressor.

Israel would love to believe there is problems between Turkey and Russia but the suggestion is ridiculous. Despite the disagreements of the past, relations between Turkey and Russia have improved and become exceptional under Russian President Dmitry Medvedev. In May 2010, a high level visit by the Russian President to Turkey saw the signing of numerous deals such as the lifting of visa requirements. The deals are also expected to make the current trade value of 38 billion dollars increase to as much as 100 billion dollars within the next five years. Both countries have found a mutual interest in shoring up large investments between the two states, especially in the energy sector, where Russia has shown significant interest. Turkey and Russia also signed a multi-billion dollar nuclear power plant deal which will be built by Russian company Atomstroyexport. It will be Russia's first built and owned foreign power plant. The project is expected to cost up to 20 billion dollars and investment in land, labor and capital will all be covered by Russia under the agreement, but will make this money back through electricity sales.

All that is true currently, but you fail to see the direction. Russia & Turkey are on a collision course, as they've always been in history's 'big picture'. There are plenty of areas of latent conflict. Syria is the most immediate one -- Kremlin will not take kindly to Erdogan's posturing in that respect. Cyprus is another one -- any move by Erdogan & Co. likely to prejudice the Republic of Cyprus will cause a tough Russian reaction. Ex-Yugoslavia is yet another latent area of conflict, with Russia having revived its historic alliance with Serbia, while Turkey sees itself as the 'protector' of Bosnian Muslims. Turkey's increased influence in ex-Soviet republics such as Turkmenistan, Uzbekistan and Azerbaijan can't but irk the Russians, who see those areas as the necessary Southern fringes of the Russian sphere of influence.

Religion is becoming once again very important in Russia; this will only increase, because unlike the Soviets, Russia's current leaders see religion (rather than ideology) as supporting Russia's claim to regional hegemony.

Ultimately, the Russians will do what they did throughout their history:
- Regard (mainly Christian Orthodox & Slavic) Eastern Europe (including non-Slavic but Orthodox Greece & Cyprus) as their natural sphere of influence;
- Seek to dominate the Caucasus and ex-Soviet Central Asia;
- And hence slip back into the historical enmity with Turkey.

How about an attempt at soccer-ball diplomacy? Kids in Russia play soccer, kids in Israel play soccer, Egypt, Iran, probably Turkey, and a long, long list of other countries. Maybe, if Russia has enough connections and 'pull' with all the 'players', there, they could work on trying to start an international regional partnership, maybe start a regional company, that makes...soccer balls. Soccer ball kind of looks like a planet, the hexagons kind of look like countries on the map, if you did a little design work, maybe you could get creative and do a little somethin', there, have a product that sells all over the place, even worldwide, but is produced in cooperation between many neighboring countries in the region. Got problems with the neighbors? Get together, kick the ball around...and talk about how and where it's made, and what can be accomplished when people try and play fair and play as a team, and what happens when there's chaos, hate, and discontent on the field. Sports philosophy?

Great idea, but it isn't going to work because the Iranians wouldn't show up to play Israel. This is the part that many people are missing. Iran refuses to have any interaction with Israel whatsoever. In international competitions where an Iranian athlete is expected to face an Israeli athlete, the Iranian will forego the match because of pressure from his government to have no contact with Israelis. Iran wants Israel to disappear and is actively working in that direction.

"but the Russians are not in support of Iran developing nuclear weapons, and they are very sensitive about fundamentalist Islamic influences over their own Muslim population."

1. Who built Bushehr? Who said that it ready to build new nuclear power plants for Iran? Answer: Russia
2. Less than 10% of the Muslims in the former Soviet Union are Shia. How is Iran to wield influence over Sunnis? What proof do you have of any attempt to do so?
10:10 PM on 10/18/2012
1. Things change. Putin is hedging his bet on Iran.

2. Who do you think supports Hamas in Gaza?

Sunni, Shia question is relative and somewhat irrelevant in a serious context, Consider that caucasian population of Russians is decling so fast that Kremlin is offering bonuses for while folks to have kids. Projections continue to indicate Muslim population in FSU growing exponentially. Strip away the propaganda in this report and one can better understand the context. http://www.asiantribune.com/index.php?q=node/211

One might say the political reality of this "friendship" started with the holder of Israeli passposrt number one, Golda Meir, the first minister plenipotentiary to the Soviet Union, in 1948. In spite of well-known Stalinist paranoia(s) she did attend Rosh Hashanah and Yom Kippur at the Moscow Choral Synagogue, and the USSR did vote in UN for Israel becoming state.

Putin puts great importance on containing Islamism, so much that he appointed former top ideologue the Chechen-born Vladislav Surkov (original name Aslambek Andarbekovich Dudaev) as his minister for religious affairs.

Iran can be a stumbling block only because that is all it has left for political leverage, its economy reeling from the oil embargo as it is. The friendship between Russia and Israel has grown to such an extent that pork is sold to the large community of Russian immigrants at the Tiv-Tam markets.
http://en.wikipedia.org/wiki/Tiv_Ta%27am

Ironically this helps the food fight between the factions in Israel politics and their international enablers to continue. The Gazprom move comes at a time when Netanyahu has called early elections for January 22nd. The Likud leader is likely to win and move forward with a new mandate, When one looks at a map, the distances between Turkey, Cyprus, Israel are small. And US facilites in Turkey near the Syrian border add another dimension, especially after the U.S. president is sworn in late January
05:28 PM on 10/18/2012
I suppose this is a threat to the US? If you don't do as we want we will go to Russia? By all means, move on, stop messing in the US politics and elections.

What Russia and China say and do on foreign matters rarely match.
Both have some sort of relationship with the military in Israel.
When and if Israel attacks the nuclear sites, neither will do anything but complain to the UN.
They don't want a nuclear-armed Iran in their backyards either.
