President Obama's Black Jobs Dilemma

Congresswoman Maxine Waters minced no words when she said that members of the Congressional Black Caucus are "frustrated" and impatient that President Obama is not doing enough to tackle the crisis problem of black unemployment. This is hardly the first time that Waters and other members of the Caucus have gently chided Obama on the jobs issue. But this time their criticism has taken on even greater angst, with a tinge of antagonism to boot. The unemployment lines have gotten longer, the time that the unemployed have been unemployed has stretched out from weeks to months with little end in sight, and many major businesses have flatly said they're not hiring. Worst of all, Congress has made it clearer that it will pinch pennies even tighter, and that means even less likelihood for increased federal spending on job creation initiatives. This drastically narrows the president's options, and even though he'll propose a jobs bill in September, almost certainly it will have little chance of getting around the Scrooge mindset in Congress. And it's equally certain that his proposals will be race neutral and not specifically single out blacks for special spending initiatives and programs. This is in keeping with his firm position that spending more on jobs for all will help blacks, since they are the neediest and the hardest hit among the jobless.

This line won't fly with many in the Congressional Black Caucus and many blacks who demanded that Obama roll his job tour buses and economic forums through Chicago, Detroit, Atlanta, Los Angeles, and other hard hit inner cities neighborhoods. But there was never much likelihood of that. Obama's eye is firmly set on re-election. And he can't and won't (publicly at least) depart from the race neutral formula that got him into the White House. He's walking too fine a line to take that chance. Obama operates on the same principle that Democratic presidential candidates and presidents have operated on for the last three decades and that is to avoid like the plague the perception that Democrats inherently tilt toward the poor and minorities, but especially minorities, on policies and initiatives. This political cross weighs even heavier on Obama. He would have had no hope of winning the Democratic presidential nomination, let alone the presidency, if there had been any sense among white independents that he embraced the alleged race-tinged politics of Al Sharpton or Jesse Jackson. His campaign would have been marginalized and compartmentalized as merely the politics of racial symbolism.

Polls continually show that he's lost major support among white voters, and the sharpest drop has been among moderate and conservative white independent voters. They provided his margin for victory in 2008. No Democratic President, in this case him, or GOP presidential challenger can win without significant backing from them. The slightest hint that Obama is tilting toward African-American voters with a big, bold and aggressive jobs plan, or other special programs that primarily target blacks would likely blow any chance that he had of winning a significant number of independents back in 2012. It's just too risky.

Even if Obama were willing to take the gloves off and specifically turn part of the battle for increased job spending into a battle explicitly to help the black poor, there would be little political gain. There is absolutely no chance that black voters will desert him in 2012. They are Democrats en masse, and will give any Democratic president, or presidential candidate, a lock down 85 to 90 percent of their vote. The top GOP contenders offer the worst choice of any GOP presidential candidate that has come down the political pike in ages. Their set-in-stone, laissez-faire business friendly, slash and burn of government services and programs, and silence or outright hostility to expansive civil rights and civil liberties protections, positions has sent massive chill through the black electorate. Their frustration, discontent and grumbles with and about Obama won't move their vote dial even a tiny tick toward a GOP candidate. This would be tantamount to political suicide. This especially includes the Congressional Black Caucus. With one exception, they owe their offices, position, authority, patronage, perks, and total allegiance to the Democratic Party. They will hector Obama to do more on jobs and poverty for blacks. But in 2012 they will be in full throttle on the circuit campaigning for the president. They have no choice. Still, it would have been nice for Obama to direct his bus driver on a detour through a few desperately needy and job starved black neighborhoods.

Why are our Reps not submitting Job bills and or Executive Order suggestions to the President. Why are they not engaging this President. They must not be paralyzed in this matter. Our reps must do better than complain that the President is not paying attention or developing policy.. This is an area he has little control over especially when AA have extreme disparity issues in education, employment compensation....let alone the current Republican /Tea Party Congress will not budge and become diligent in solving this national problem. Congress creates the bills the President signs them NOT the other way around!

Everyone knows that the predominant black communities need access to education training facilities and programs to position them as a skilled workforce candidate....can't get the job if you don't have the skill.

The black community needs strategic guidance and career counseling that gives them knowledge on career paths that will pay the bills and give them a middle class quality of life. I believe our reps are copping out and not thinking outside the box in these matters..they need to clear their heads and egos and work with their communities to solve this issue.... Stop pointing the finger at the POTUS and everyone else but themselves...They seem to sit on the sidelines and moan and groan... All these folk pointing out the problem need to be the solution.

I always wondered what the CBC did, and now I know it never had nothing to do with getting AA's jobs since they are going to put that responsibility on Pres. Obama. The CBC is yelling and that gets them attention, but I don't think Pres. Obama needs that to do anything for African Americans. Even though they don't think he's Black enough. What is the CBC trying to do, set themselves up as having been responsible for Pres. Obama helping Black employment?

More and more it looks like the only thing that's going to help us is a State or 70% of our own, which will function as any other State. Of course, it can't hold all the African American's. But we can have jobs, practice skills, professions, and have opportunities that we can not in this situation. I have observed is that most of us view that idea based on the situation where we are located. Some places are not hell holes like, LA, or Chicago. Felons well be able to find work, drug programs, and we'll have neighborhood watch programs, it will really not be the place to commit crime, or have a gang.

Illegal immigration has been devastating to this country and has affected African-Americans greatly in the job market. Obama has announced amnesty for at least 300,000 illegals here and would love to grant amnesty to all the millions that are here. Tell me how is that good news in the job market?

Mr. Hutchinson, as usual, good analysis of the President's situation and the Congress' stance on said situation. The problem I have is I'm befuddled by the fact that you realize why the President is encountering theses difficulties and the CBC along with other members of the Democratic party doesn't take the time to explain this to it's constituents. They don't talk about the more than 30 jobs bills that have been proposed but can't get to the House floor because of intentional and continued blocking by the GOP. They've also got to remind the public that they're partly responsible for these blocks because they stayed at home for the mid-terms. More importantly, in my varied discussions with the everyday man and woman, most don't know how bills are constructed and passed. I'm very disappointed that our political leaders don't seem to understand this. Also, I hope the President take a tour through some Black neighborhoods as well, and remind them that in order for their issues to be addressed, they're going to have to learn the importance of voting in all elections. My poor brothers and sisters are also going to have to learn to better prioritize. All politicians cater to those who vote.

For those who believe President Obama chooses to ignore what you refer to as his most enthused based, a case could be made for that he has not articulated the effects of his accomplishments in a way that many who moan about being ignored appreciate as affecting black people as well as all other Americans, even while black people are so situated as to benefit most from them. any argument that is premised on the belief that Obama is even remotely capable of being a competent President is a false argument.

Yes we need more form our President. We all do.

Obama is doing his best, but he does not have the capacity to do the job because the job takes more than just public speaking.

Obama doesn't have a black jobs problem, he has one! He is not doing a very good job, in fact many say he is terrible! Fortunately for him and unfortunately for the country the Republicans appear to be ready to nominate someone from the right wing fringe. He then will be reelected despite being weak, passionless, no plan, no clue!

I think Earl Hutchinson is calling plays from an outdated play book. President Obama is in trouble with Black people, Hispanics and white liberals because he has refused to stand up for what's right. Instead, he's decided to hug the middle like a security blanket in his attempt to win re-election. He won last time by expanding the electorate and he'll win again by expanding the electorate. Why he feels better about his chances if marginal black, Hispanic and youg white voters stay home is beyond me.

Many of the likely Democratic voters who'll stay home in 2012 feel Obama has let them down. He'd be in a much sttronger position against the Republicans if he had an enthusiastic army of supporters behind him, not matter the color.

What has Obama done for anyone except Obama and the family. I don't remember any President in my lifetime taking more vacations than he and his family. Sorry, but it's a 4 year job, how many vacations do you need. It is our dollars paying for them and I personally don't like paying for the protection necessary for he and his family to sun and sand, like forever, for his children to go to private school (should to public school that he and the Senate and Congress fund, their children should also have to go to public school, by law). They decide on the budget, their children should benefit or not, by it. I don't have children, don't even like them, but if you're deciding on where other people should educate their children you should have to live with it yourself. I went to Catholic school, my parents paid for it, paid for my books, paid for my transportation and still paid taxes to send others to public school. We didn't have much money but it was apparently important to them. I've never had children, still had to pay school tax. A little unfair I think, but to have our public official decide the budget and requirements for for public school children and theirs go to private, elite schools, shame on them.

George Bush took twice as many vacations as Obama. Pretty much most of the past Presidents, with the exception of Clinton, took more vacations than our present Commander in Chief.

Obama has been a president Wall Street loves, for sure. If this president hasn't shown any
willingness to fight for the working class and poor up to now, why would you think he's suddenly
going to 'put up his dukes' now ? He's not. He'll rehash his '07 - 08 speeches, and let the chips

Is regurgitating talking points of politicians and talk show personalities all you guys can do? Don't you realize that if you're working class, you probably have a 401k - that makes you Wall Street as well. For those of us who are the poor, we had better understand that need to become more financially literate. You see, no matter who the President is, he/she will not be concentrating on you. When the President speaks, it's about education, research an development, etc. This is not the language of the poor.

President Obama will do nothing for the Blacks the same as Africa has done nothing for the Blacks and one has to wonder why they want to be called African-Americans?
Obama is for his own self preservation. He went to 3 states which he had won, but he didn't go to any Black areas. Voting for a man because he is the same race as you does not make any sense. Are you better off under Obama's presidency or worse. For myself, a senior retired citizen I am worse off.
