Elaine Marshall is serving her fourth term as North Carolina’s Secretary of State. In 1996, she became the first woman elected to statewide executive office in North Carolina. Prior to serving as Secretary of State, she was a state senator, attorney, small business owner and teacher.

Marshall was born in Lineboro, MD in 1945 and became the first person in her family to attend college. She graduated from the University of Maryland and later earned a law degree from Campbell University in 1981.

By modernizing the Secretary of State’s office, Marshall earned national recognition for e-commerce, transparency, efficiency, and customer service. She received international honors for her law enforcement initiatives targeting counterfeit goods and financial crimes. She is also widely credited for reforming the state’s lobbying laws.
