Senior Vice President, AED

Mr. Ingram served from 2005-2009 as the founding director of the Education Policy and Data Center, a think tank working to improve the use of evidenced-based education policies in developing countries. From 2001-2004 he served as the founding director of the Basic Education Coalition, a group of 20 development organizations that advocates for greater priority for basic education in development programs. He began his professional career as senior staff member of the House of Representatives Committee on Foreign Affairs (1973-1994), responsible for international economic and development issues. Subsequently, he served as Vice President of Citizens Democracy Corps and then as the Principal Deputy Assistant Administrator of the Agency for International Development, with primary responsibility for U.S. assistance programs in the former Soviet Union.

He serves on several non-profit boards, including chairing the U.S. Global Leadership Coalition (a consortium of over 400 corporations and NGOs that promotes great engagement and resources for U.S. international affairs activities), and co-chairing the Modernizing Foreign Assistance Network (an alliance of development experts from think tanks, development practitioners, and former government policy makers who have mobilized around a series of recommendations to modernize US foreign assistance structures and policies).

He holds a BA from the University of North Carolina, a master’s from Johns Hopkins School of Advanced International Studies, and a Ph.D. from the University of Michigan.
