For people who think New Orleanians bitter about the failure of the Corps of Engineers to build their levees and floodwalls properly are just isolated gripers, this story from Wednesdays Washington Post should be an eye-opener. The Corps "supervised" the construction of Baghdad's police academy, a project that the inspector general for Iraqi Reconstruction (there's a busy man) now describes as a "disaster". For people who think this is an isolated failure,

If disasters and catastrophes (the Corps' own word for the nature of the failures of its floodwall structures in NO) aren't enough to get Americans looking twice at this institution, nothing is.
