A GOP Senate Is Slip-Sliding Away: Countdown Day 40

WASHINGTON -- You couldn't make up the impressive biography of Richard Carmona of Tucson, Ariz. Hollywood would never buy it. But Carmona is real -- and one reason why Republicans are losing what once looked like a good shot at retaking the U.S. Senate.

Carmona is a 62-year-old former Army officer of Puerto Rican descent, trauma doctor, SWAT team leader and U.S. surgeon general appointed by President George W. Bush. He was a political independent until a year ago, when he became a Democrat to compete for the U.S. Senate seat being vacated by retiring Republican Sen. Jon Kyl.

The seat was once thought to be a gimme for Kyl's GOP heir apparent, Rep. Jeff Flake, a Mormon and anti-government conservative from rural Arizona.

For that matter, the state was considered a gimme for GOP presidential nominee Mitt Romney, a Mormon and (newborn) anti-government conservative from Michigan, Massachusetts, Utah and California.

Now the Carmona-Flake race is considered a tossup, and President Barack Obama, though still behind, is slowly but noticeably gaining ground.

Carmona, who rose from a childhood of poverty and rough circumstances in New York City, has ads with footage of him rappelling from a helicopter to rescue a trauma victim, displaying his spiffy surgeon general's uniform, winning a "top cop" award and brandishing his SWAT team badge, plus testimony from fellow Vietnam combat vets.

As a Hispanic, he has also been able to appeal to the state's large Mexican community -- not always easy for non-Mexican Latinos.

Flake's severe brand of conservatism, with its emphasis on slashing budgets and traditional family values, plays well in the old Arizona that once elected Sen. Barry Goldwater, but not necessarily in the new one of former Rep. Gabrielle Giffords and, depending on his mood, Sen. John McCain.

The changing numbers in Arizona look good on the larger Senate tote board, where the trend is clearly in the Democrats' favor. "At least for now, all the news in every race is moving in our direction," said Matt Canter, communications director for the Democratic Senatorial Campaign Committee.

As if to prove the point, the Karl Rove-founded American Crossroads just dumped $46.4 million into six Senate races (not including Arizona), at least one of which, Indiana, was originally thought to be safe for the GOP.

The Democrats narrowly control the Senate today, by a 51-47 margin, with two independents who vote with the Democrats for a working (or rather, filibuster-neutered) total of 53-47. Republicans had earlier talked big of winning a net of at least three seats. With a GOP presidential victory (and a tie-breaking vice presidential vote), that would give them control in 2013.

But the consensus estimate now is that the Democrats will emerge on election night with a 52-48 majority, not nearly enough to break the 60-vote grip of the filibuster, but enough to keep the chairmanships, command of the floor and control of other key Senate business.

What has happened to diminish Republican expectations?

For one, by common agreement, the Democrats recruited better candidates. Even Rove has admitted as much. And the Democrats, running scared, have tailored their own defenses in what they initially worried could be a wipeout kind of year.

"Individual candidates matter, and individual campaigns matter," said Canter.

The anti-government fervor of 2010, which the Tea Party generated and rode to power, is still out there, especially in the red states, but Democrats have had time to devise their counterattacks, state by state.

In Arizona, for example, Carmona is stressing his background as a disabled Vietnam veteran and doctor to attack the budget-cutting Flake as a threat to Veterans Affairs hospitals and veterans' health care in general. Arizona's population is heavy with military retirees.

It also turns out that super PACs may not be very good at getting the bang for their many bucks, because they're not tailoring their ads to the narrow issues in each state.

"In every state, it is the same," said Canter, ticking off the key words: Obama, liberal, bailout, Obamacare, $700 billion cut from Medicare. "I'm not saying that those aren't powerful themes. They are. But each Senate race is unique, and you have to be specific."

In Arizona, Carmona has yet to face the full Rove carpet-bombing. But don't be surprised to hear it start at any moment.

Cripes,

I thought the Republican candidates wanted more jobs; now they accuse the non-partisan Bureau of Labor Statistics of playing politics and faking the numbers. It seems that the GOP is still playing a strange game with numbers (again and again)!

The Congress Persons who cared more for the Norquist Pact to protect the Wealthiest Americans ........ than their Sworn Oath to Our Nation are Sorely Mistaken and Radically Mis-guided.

Norquist, and his GOP participating signatories are knowingly subjecting Americans to a Dictatorship-Like Agenda.

HELP! Every time we hear Republicans or their uninformed supporters & hate talk believers trying to convinse us that President Obama hasn't done enough to move the economy or jobs availability forward fast enough, we MUST remind them, again, of Senator Mitch McConnell's promise that Republicans would block recovery & every possible legislation put forth by this administration to make Pres. Obama a one term president. And the Republicans due to Tea Party influence, have blocked EVERY one of 42 jobs bills and most recently a jobs bill for veterans. Lets fire Romney and Reppublicans in the House & Senate. The ALL voted against jobs & recovery, all of over three & a half years.

If Carmona wins the Arizona seat it will be because of his own accomplishments and quality of character... it will have almost nothing to do with Obama.

Well yes, but no. if underdog Democrats like Carmona are surging in reddish states like Arizona, I agree that it has nothing to do with Obama, but everything to do with the pathetic duo of Romney-Ryan which is dragging everything down ticket in its wake.

It would be pretty unpatriotic and a dirt throwing challenge for Rove & his GOP buddies to attack an Hispanic, decorated, disabled veteran, doctor, and SWAT team officer who served under President Bush. Attack Carmona because he's a Democrat? That's about all that Rove would be able to come up with.

Go Dr. Carmona. You will be a benefit for your state in the Senate, and bring compassion and common sense to that body. i doubt you´ll be hit by Rove carpet bombing because they´wobn´t waste money supporting Flake against your impressive credentials. You are my kind of guy... and wish you all the best at the polls in November and look forward to seeing you be a stellar member of the Senate for your state.You have served well for decades and continue to serve well. Now that we know what the GOP voter registration outfit has been doing in all the swing states...T H A T explains so much!

I have been wondering for a long time how can a political party who only represents and benefits less than 1% of the population, win so many elections....well now we know.

The GOP has been rigging elections for decades. That explains it all!

That explains why the GOP has been accusing Democrats of voter fraud..because it was actually the REPUBLICAN party that has been practicing voter fraud and election rigging for decades and they wanted to attack Democrats so as to distract from what they were doing..

When I think of all the lives that have been destroyed because of "conservative' policies...policies that would never have been implemented were it not for rigged elections....it is the most shameful despicable republican party that were the actual criminals.

What a scam the GOP has been.

I think this is proving more historic than the current view reveals - I think this is the last gasp of a radical-conservative-billionaire-owned white-guy Repub Party. And for their sake, it better be unless they want to go the way of the Whigs and Bullmoosers. It's one thing to look fondly on what visualizes as "the good-old days". It's bucking the hard truth, however, to ignore that "life keeps on turning" unavoidably, inexorably, inevitably, unstoppingly - always and always. Time never goes backwards.

As a Canadian who is only able to get info online or on tv , it is apparent that the GOP is radically different in their beliefs than mainstream America . All I can say is that I hope the coming election will reduce substantially the obstructive power they wield . Your country is to me at a crossroads .

It is more than time that all eligible voters made themselves heard in the next election . To not do so will mean the loss of your country and it's society to those whose ideological stance is far removed from the majority . We made the same mistake here in Canada at our last election and we are paying big time for it . Democtacy in my country is only a pale imitation of what it should be . Please don't follow our lead . You cannot afford it , nor can the world .

While I agree we won't be around long enough, probably , it is sad to see it happen . Democracy distorted for the benefit of a few is a disaster waiting to happen --and happen it will if what we see continues . That said their can be a tyranny of the majority as well , which is also a disaster . A consensual balance , such as you see in Scandinavian countries is the only way to go .
