President Bush has pursued nuclear containment deals with Iran and North Korea and a nuclear cooperation pact with India. None of the deals will be complete when he leaves office. Here is a look at the nuclear programs in each nation:

IRAN

Iran has a booming nuclear operation that it claims is intended only to develop peaceful nuclear energy. The United States and many other nations suspect Iran is using the program as cover for a secret bomb, or at least to perfect nuclear technology to the point that it could trade away its capability for more than the world is now offering.

Iran has signed international nuclear containment accords that would allow it to develop nuclear energy but not weapons.

Iran's president said last month his country has 6,000 centrifuges, double the 3,000 uranium-enriching machines Iran had previously claimed.

In the enrichment process, uranium gas is pumped into centrifuges and spun at supersonic speeds to remove impurities. Enriching at a low level produces nuclear fuel, but at a higher level it can produce the material for a warhead.

Iran says it plans to move toward large-scale uranium enrichment that will ultimately involve 54,000 centrifuges.

NORTH KOREA

North Korea exploded a nuclear device in 2006, proving its longtime boast that it had succeeded in building weapons. The North is believed by experts to have produced enough weapons-grade plutonium to make as many as 10 nuclear bombs.

A senior U.S. official told The Associated Press that documents the North recently handed over show it has produced about 44 kilograms of plutonium, including estimates of waste.

The U.S. has accused Pyongyang of running a second weapons program based on uranium.

North Korea stopped making plutonium and has partly disabled its nuclear facilities so they cannot be quickly restarted. But it has its stockpile of radioactive material for now.

North Korea would like U.S. help to generate nuclear energy.

INDIA

India first conducted a nuclear test explosion 24 years ago as it broke out of a foreign-supplied civilian nuclear program to develop atomic arms.

A proposed deal with Washington would reverse U.S. policy on the supply of fuel and technology to India and open its civilian reactors to international inspections.

The Bush administration says India has a good record of not spreading its nuclear technology and that safeguards are built into the deal.

India imports about 75 percent of its oil, and the government argues that the country needs the nuclear deal to power its financial growth and lift hundreds of millions out of poverty.
