MEXICO CITY — Pouring rain and the European Championship soccer final kept voters away from the polls early in the day in Mexico's capital, but the return of the sun and Spain's victory over Italy brought people out and long lines formed at voting centers later Sunday.

As in past elections, voters outside the cities where they were registered to vote had to spend hours waiting to cast ballots at special stations. With each special station having only 750 presidential ballots each, hundreds of people were left unable to vote. Dozens of Mexicans denied ballots protested outside the Federal Electoral Institute chanting, "We want to vote!"

In southern Chiapas state, nine people were arrested when they tried to cast fake ballots marked for Institutional Revolutionary Party presidential candidate Enrique Pena Nieto and the party's candidate for governor, Manuel Velasco Coello.
