James (Jim) P. O’Neil, CWO3 (Ret.), USN, EOD was born in Coral Gables, FL. He enlisted in the U.S. Navy in February 1974. He graduated U.S. Navy Second Class Salvage Diver training in 1974, Naval School, Explosive Ordnance Disposal in 1976, First Class Salvage Diver in 1977. He received his commission in 1989. He retired from active service in February 1994.

He has earned designations as a Master Explosive Ordnance Disposal Technician, Second Class Salvage Diver, First Class Salvage Diver, Naval Parachutist, and Master Training Specialist.

His personal decorations include the Bronze Star Medal with the Combat Distinguishing Device, Joint Service Achievement Medal, Humanitarian Service Medal, Combat Action Ribbon, Navy & Coast Guard Unit Commendations, various other service and campaign awards.

He graduated (cum laude) from the Southern Illinois University in 1993 with a B.S. in Vocational Studies.
