The debate over whether there should be "net neutrality" regulation of broadband Internet services took another turn with a speech by FCC Chairman Julius Genachowski in Washington this morning. My colleague David L. Cohen of Comcast just posted his reaction to the Chairman's speech. I think his recap of the longstanding debate over "net neutrality" regulation adds some helpful perspective. He also endorsed the Chairman's call for a "fair, transparent, fact-based and data-driven" rulemaking -- because only through an open rulemaking process can the FCC determine whether the facts justify new rules.
