Dr. John Carnevale is President of Carnevale Associates, LLC, a public policy firm that offers guidance to governments, organizations, and communities as they confront the public policy and program challenges of the 21st century. The firm is organized into three practice groups to provide value and insight to our customers -- Strategic Planning, Integrated Communications, and Policy Research and Data Analysis. John has served three administrations and four “Drug Czars” within the Executive Branch of the U.S. Government. At the White House Office of National Drug Control Policy (ONDCP), he directed the formulation of the President’s National Drug Control Strategy as well as the federal drug control budget. John is recognized as the key architect of the Performance Measures of Effectiveness (PME) System which ONDCP used to determine progress towards achieving its national goals and objectives. John also worked as a researcher and budget examiner at the Office of Management and Budget and as a public finance economist at the U.S. Department of the Treasury. He received his Ph.D. in economics from the Maxwell School of Syracuse University.
