Governor Bill Richardson visited death row at the penitentiary and went to mass before deciding to sign the bill repealing the death penalty in New Mexico. New Mexico becomes the second state (after New Jersey) to repeal the death penalty since the Supreme Court reinstated it in 1976. Richardson has called the signing "the hardest decision I have ever had to make."

Life in prison=less $=actually much more punishment.
