Obama's Dangerous Approach to Missile Defense

When Congress returns after recess, the astronomical levels of spending included in President Obama's budget will face a vicious showdown in this election year, which will make the debt ceiling debate look tame. And while our Campaigner in Chief is busy making jokes about eating dogs and claiming credit for the death of Osama bin Laden, President Obama is facing intense scrutiny for his proposed changes to the military which will leave American vulnerable to future terrorist attacks.

Last week in my leadership role at the Faith and Freedom Coalition of Ohio, I signed a letter along with leading conservative organizations such as the National Taxpayers Union, Americans for Tax Reform, the Taxpayers Protection Alliance, The National Center for Public Policy Research and the Institute for Liberty to encourage members of Congress to reject the Administration's proposal to shift resources away from proven missile defense systems toward the development of untested systems which are routinely off schedule and over budget. While conservatives always support a strong military, America is overwhelmed in debt and we cannot afford extravagant missile experimentation.

This debate involves America's first line of defense against airborne attacks -- the Standard Missile 3 (SM-3), which can intercept enemy missiles while in flight. The missile's proven track record is why they are also essential to the NATO effort in Europe to defend against missiles from hostile nations such as Iran, which will have the capacity to launch a nuclear missile at America soon.

Yet, despite the SM-3's impressive performance history and expanding homeland defense capabilities, President Obama has all but turned his back on the missile. In his 2013 budget, the president cuts funding for the newest evolution of SM-3 (known as IB), which will result in 52 percent fewer missiles while commanders in theater have consistently complained about shortages.

President Obama took his dangerous approach to defense a step farther by not just chopping funding for the first missile that will be able to protect us against an ICBM attack; he also chose to pour $224 million into a sophisticated and tedious missile program that is on life support.

The missile, known as IIB, is but a theoretical concept which could not be built until 2021, if you believe optimistic government timelines. In a bipartisan move this past December, Congress virtually eliminated the 2012 budget for the program and the message was clear: We have more urgent budget priorities and current threats demand we deploy a missile to protect the continental United States much sooner than 2021.

These conservative organizations and I are not pretending to be experts in aerospace engineering or defense strategy. However, we believe this is a fiscally responsible approach to defense and many members of Congress agree. For example, House Strategic Forces Subcommittee Chairman Mike Turner recently told Missile Defense Agency Director Patrick O'Reilly that the subcommittee is concerned "we may be throwing paper wads of designs of SM-3 IIBs rather than throwing actual interceptors that could make a difference for the defense of our nation." In the same March 2012 hearing, Chairman Turner referred to SM-3 II-B as a "next decade development."

Key senators have similar concerns. In a hearing last week, Alabama Senator Jeff Sessions told O'Reilly, "SM3 Block IIB is not developed, not on an assembly line, not ready to be deployed, not a mature technology. We have gone from a bird in the hand for two in the bush... We have gone from a virtual certainty to a very uncertain situation... I am uneasy about it, frankly."

As of today, President Obama still has not received that consistent, bipartisan message from Congress. After spending millions on development, Obama has decided to shift resources toward more complex future missile variants -- a process notorious for being obscenely over budget and off schedule -- while rejecting the Congress' more sensible approach to fiscal responsibility and a more robust national defense.

By rejecting Obama's position on homeland missile defense, Congress would both ensure taxpayer dollars are used more effectively and our country is well-protected. That approach would be a new way of doing business at the Department of Defense and real change that Americans can embrace.

With today's headlines (Russian general threatening a pre-emptive strike on NATO missile shield), it's clear the Cold War isn't exactly over. So if you had to finance present and future missile shields to defend Colorado Springs, do you (A) have the Air Force hold a semi-annual bake sale/fun run or (B) do away with the tax cuts? Remember, we also have to fly around the globe hunting terrorists in Africa, the Mideast, and southern Asia/Micronesia.

How naive (or deliberately dangerous). Why don't we spend that money on your social programs, instead, so that we will all be able to do whatever our enemies want when they take us over because we can no longer defend ourselves? Oh, wait! They won't have to take us over. They will just be able to issue ultimatums which we will no longer be able to refuse except at the threat of annihilation. Besides, if Obama is re-elected, he will have 'more flexibility' to do what the Russians want and give up the missile defense program altogether at that point. My guess - he is only funding it now to avoid an adverse issue during his re-election campaign.

We already have the missile bases in America and these bases are the ones that can protect us from a missile attack from Russia or the mideast. Obama wants to take away these working deterents and install a system that isn't even ready to be used let alone tested to work. The IBCM missiles that are stationed throughout the US are our front line against a nuclear attack. Throwing money again at a program that is over budget and still not operational is opening us up to invasion from enemies without protection.

One, there are no land based ICBMs anymore, Two, who would be stupid enough to attack America in the first place, we do have the largest military in the world, and the most advanced too boot, so why do we need a missile defense system, and anyways Russia said just today that if we start to put the missile defense system in place with NATO that they WILL attack it, so lets not start WW3, OKAY....

I find it tiresome whenever Congress gets involved in the details of defense programs. Seems like Congress ought to provide a total budget (reflecting fiscal sanity), and the DoD should spend it on weapons systems in the way that provides the most bang for the buck. Why is this so complex?

This is an extremely misleading statement. The Standard 3 has been tested in peacetime exercises, not combat. Peacetime testing is always controversial, and the tests of the Standard are no exception. History is replete with weapons that perform brilliantly in demonstrations and badly or not at all in combat. Remember the Patriot/Scud match ups in the First Gulf War?

Can Mr. Blackwell explain what technical credibility the Faith and Freedom Coalition of Ohio, National Taxpayers Union, the Taxpayers Protection Alliance, The National Center for Public Policy Research, and the Institute for Liberty bring to the discussion? Seems mere padding to me.

Actually some of the missile systems were tested with non-nuclear war heads during Desert storm and they proved to be effective. Cutting back on our military is one of Obamas main objectives since he has already approved a 50% budget cut for the VA that supports our returning military members. With more members needing assistance and less funds to support them is his way of saying thank you for a job well done.

The Pentagon initially claimed a near perfect kill probability for the Patriot vs the Scud but they revised this to 70% by US operators and 40% by Israel. Subsequent analysis by independent observers suggest much lower rates - the Israeli analysts putting the figure near zero.

The Coalition forces were lucky that the Iraqis didn't do a good job of testing their extended range Scuds, which tended to break up in flight.

I can't Google a hit for that 50% VA reduction you mention.

News flash: Most of our tax dollars or government borrowing goes toward Defense, excluding Medicare and SS since they are paid by premiums currently. Don't worry as the next Republican president will raise taxes as Bush I, Reagan, and even Hoover did. See, when a Democrat raises taxes it's socialism tempting the Soviets to come over the Fulda Gap but when a Republican raises them, it's a needed sacrifice for Mom, Chevy, and Apple Pie. I wouldn't let you politico's manage my kids lemonade stand.

I can't really quarrel with the points made, just look at the fiscal disaster that is the F-35. If the program stays on track then it probably would be better to develop into the future, but it won't. That means you're better off iterating current technology.

Besides, if any rogue country managed to reach us with a missile, they'd be wiped off the face of the planet shortly thereafter.
