Racial Harassment Alleged During Arrest of Autistic Teen

Posted: 06/28/10 12:36 PM ET

The disturbing case of Reginald Cornelius Latson, the autistic young man arrested in Virginia last month, has taken an even more disturbing turn. His mother, Lisa Alexander, told an internet-based radio audience Sunday night that Stafford County deputies used racist slurs against her son when they stopped and arrested him May 24.

Reginald, whom his family calls Neli, is diagnosed with Asperger's. He described the events of May 24 to his mother, who took notes, during her visit to the Western State Hospital in Staunton, VA. Neli was sent to the facility by a judge for a psychiatric evaluation and treatment, after 11 days in an isolated jail cell following his arrest.

Neli was the subject of a manhunt after a caller reportedly told police that a subject who "possibly has a gun" was sitting in front of a library. Police also responded by locking down eight area schools.

Neli said he was first approached by a Stafford County sheriff deputy behind a high school, and was searched without incident. After no weapon was found, Neli told his mother, this is what the deputy said:

How is your mom? Did she find her baby daddy yet? Don't worry champ, keep hope alive (pumps fist in air), bet your grandma still hasn't found her baby daddy yet. What is she, 100 years old? Maybe she should call Tyrone and find out. Maybe you should go on Maurey and find out who your daddy is. Your dad is probably sitting on the corner at the liquor store drinking. I have a dream that one day all the little black boys and little black girls will know who their father is. I have a dream that one day all black fathers will stop running out on their whores to go rob a bank. I bet you all are glad that Barack Obama is president now. You get to get free fried chicken. You can rob a bank and get away with it. Maybe now dog fighting will not be illegal. He should have went to jail longer.

Barack Obama is going to turn the White House into a strip club and call it the nigger house. He's going to paint the White House black and put strippers on top of it. Don't get me wrong, I love me a black bitch every now and then. But that's not what the White House is about. Oh, I forget, it's called the nigger house. How's a baboon going to know how to run the White House? That's why it's called the White House, not the baboon house. Boy, I remember the good old days when we were cracking the whips on your backs.

The deputy then asked the young man to identify himself. Neli responded "I don't have to tell you my name. You're a racist, I know my rights, and you're harassing me." Then he turned and walked away. The deputy, according to Neli, grabbed him from behind and choked him. A scuffle ensued during which Neli was tased and pepper sprayed. Police said Neli took the pepper spray from the deputy and sprayed him with it. The deputy reportedly broke his ankle during the altercation for which he required surgery.

According to the official Stafford County Sheriff Department version of the incident, Neli escaped and evaded capture for 45 minutes. He was spotted shortly before 10 a.m. near the same high school. Neli said that when he was arrested, he was thrown to the ground and kicked. He said "I didn't do anything wrong!" The officers responded "You don't have to do anything wrong. Welcome to Stafford County."

Neli told his mother that after he was handcuffed, the police spit in his face and called him a nigger. One said to him "I will blow your fucking head off, nigger."

As Neli sat handcuffed in the squad car, the deputies allegedly taunted him further: "Nigger's going to jail. Nigger's going to jail. Oh yeah, you can make a Snoop Dog rap song about that."

Neli said the deputies manhandled him as they were putting him in the squad car. They bent his neck, and tried to slam the car door on his ankle. More taunting occurred during the ride to the station house, where he was interrogated. During the questioning, investigators tried to coerce Neli into admitting he had a gun. Neli made no such admission, and no gun has been found.

The Stafford County Sheriff Department has not returned emails or phone calls for this story.

In another strange twist, Neli's mother says two deputies appeared at her door last last night who said they had an arrest warrant for her son. "I told them that Neli was already in custody. They just stood there, then asked to come in. I refused." She said the deputies never produced a warrant, and left without incident.

Lisa Alexander says her son has an exceptional recall of events, and it is unlikely he could have fabricated his version of the arrest.

Neli faces one count of malicious wounding of a law enforcement officer, one count of assault and battery of a law enforcement officer, and one count of knowingly disarming a police officer in performance of his official duties. He is scheduled to be released from a state mental hospital in two weeks, and returned to police custody.

Porter Library, where Reginald Latson was reportedly sitting in the grass on the morning of May 24. A 911 caller allegedly told police the young man was "possibly in possession of a gun". No gun has been found, and it is unclear whether the caller claimed to have seen one. The call triggered a lock down of eight area schools, and a manhunt. by sheriff deputies.

I attended the bond hearing and I seen the DA passion to make sure this young man didn't get the attention he needed. I sense the Ora of energy that is said to have existed on this case, and frankly it's true. I looked at Virginia officers as decorated honorable authority figures, but how do they look at me?

hmmm, the first thing everyone here is doing is blaming the police. Read different articles about the same story, does anyone believe the officer went to "NELI" and gave him the 5 minute talk about all the racial allegations and the white house and did ur momma find ur daddy? And THEN asking for ID!!!!! Think people.... if there is a manhunt there isn't gonna be a lot of talk other than "stop...show me your i.d." Especially when the report (B.S. or not) is that he has a gun. Stop being lost sheep... and believing everything you hear. Read between the lines, watch an episode of cops. When police get a call of a man with a gun, they stop the person, sometimes with guns drawn, give the appropriate instructions to get on the ground or kneel, handcuff them and then get ID or ask identifying questions. Think for yourselves and stop the blaming until you come to an EDUCATED decision. Oh, by the way, most police departments (officers) have personal recording devices that record what both parties say. Hope these guys had one and the truth will finally be known.

You're making some assumptions of your own, Blamo. You assume that Neli caused the deputy's injuries. You assume that the deputy is honest. You assume that initial press reports are correct. You assume that the deputy followed standard procedure, such as calling in that he had spotted Neli before approaching the suspect.

Neli is me in my late teens and early twenties. I'm an Aspergerian adult. I've had Asperger's my entire life. Something similar happened to me after I returned from a deployment to Japan while in the military. An all points bulletin was put out to look for a black male who'd robbed a department store at a local mall in California. I was walking down the street when a police car came screeching to a halt, both doors flung open and two officers (with guns drawn) told me to put my hands above my head. They ordered me to cooperate with them and I did. As a matter of fact, I said, "This is all a mistake, officers. I've been in Japan for the past 6 months and just got back. I don't have any problem coming with you to clear this up." The officers said it was 'necessary' to have me cuffed and put in the back of the squad car. Little did I know that move automatically makes anyone (especially a black man) look completely guilty. I was expecting them to take me "downtown" like they do in the movies, reading me my Miranda Rights or something. Nothing. They took me to the mall and had the store manager ready to ID me while sitting in the back of the unlit squad car from a distance. The manager falsely ID'd me. This does happen to black men. More often than many want to believe.

This story is just heartbreaking. The trauma that this young man went through and continues to go through are going to take years of therapy and support to heal. I can't believe that they are still holding him...haven't any lawyers caught wind of this yet?? I heard that Holly Robinson-Peete was helping in some way, is that true and if so, how is she helping? This is so clearly a racial issue and i don't understand why none of the large equal rights organizations aren't getting involved. My prayers go out to Neli and his mother...this is just criminal and no one should ever have to go through this. Please keep us posted on what is being done to free Neli and what, if anything, the rest of us can do to help.

Tricia thanks for your concern. It seems that some people do not quite understand the deep trauma that my son has endured and continues to endure. I'm doing the very best I can to get help for Neli. I believe that this story needs to get national attention. I'm working on a few different things to get my son help. I really can't discuss those things here. But for those who would like to help, I've started an email campaign to the major news networks and the local news networks to at least report the story and allow our family to talk about the incidents that occurred that day. You can find that information on Neli's website titled under a post "How You can Help". People have reached out to me asking of ways that they can help. And since I myself have emailed these news outlets and received no response, I thought it might have a greater impact if more people were sending the email requesting a further look into the other side. Not the one sided story that was reported on 24 May 2010. Thank your for reaching out and trying to help. It is very much appreciated at this difficult time.

I'm the mother of a teenager with Autism. Doesn't this county train it's officer's to recognize Autism? This is beyond upsetting. My son has the type of memory capability of this young man. If he's anything like my son he is reliving the situation in his mind again and again. My heart is with this family.

The person who made that false report to the police needs to be to found and arrested. Calling in a false report and lies is punishable in this country, last time I checked!

As a mother of a teen with Aspergers, this is a travesty, an absolute travesty! And his parents have served this country in the military and continue to risk their life to support our country and its initiatives.

I will never go to or through Stafford County, Virginia again!

What I dont understand how I had read they tried to say this young man was wanted for other crimes. But when you look on their Criminal Report site is name is not listed any where for any of the crimes he was stated to have done in the pass. Having a son with Autism being diagnosed at the age of 2. But he is 14 with the mind set of a 11 year old its scary for me to think this could happen to him.

On the face of it, this story is extremely disturbing, but we should wait for all the facts to come in before making judgment. What I don't understand is why he's being held in a state mental facility is he's already been diagnosed with Asperger's. At any rate, it even half his story is true, heads need to roll.

I understand your position. As horrific as this sounds, good people will not want to believe that the ones that are in positions to protect and serve would behave in such a manner. It goes against all human decency. Consider this though. What is a FACT, is that my son had no gun. That is a fact. My son went for a walk, as usual, and was met with excessive force. The police overreacted and when no gun was found escalated the situation to create a "bad guy" when there was none. It is absolutely shameful. I believe every word that my son has said. He is not a liar. And he can remember details from the age of two.

Lisa, I just send you a message thru your blog. My heart goes out to you and your family. I just want to cry with heartbreak. Brings back every feeling that I had while my ASD boy was sitting in county jail because he didn't want to turn in his friend for a FAKE bomb. This happens more than people realize. What alot of ASD families don't know, the police depts don't have the resources to train officers about autism spectrum disorders. Right now, if a corrections officer can't "deal" with the person, they go to the state mental hospital. That's a horrifying thing for the child. We could lose them forever. I'm so sorry and want to do everything I can to help your son, my son and all the other kiddos - preferrably BEFORE it happens. Love to you and yours. Gina

What a friggin' tragedy, that grown men have to have a gun and a badge to justify their bullying tactics.
