The Shame of Nations: A New Record Is Set on Spending for War

On April 17, 2012, as millions of Americans were filing their income tax returns, the highly-respected Stockholm International Peace Research Institute (SIPRI) released its latest study of world military spending. In case Americans were wondering where most of their tax money -- and the tax money of other nations -- went in the previous year, the answer from SIPRI was clear: to war and preparations for war.

World military spending reached a record $1,738 billion in 2011 -- an increase of $138 billion over the previous year. The United States accounted for 41 percent of that, or $711 billion.

Some news reports have emphasized that, from the standpoint of reducing reliance on armed might, this actually represents progress. After all, the increase in "real" global military spending -- that is, expenditures after corrections for inflation and exchange rates -- was only 0.3 percent. And this contrasts with substantially larger increases in the preceding 13 years.

But why are military expenditures continuing to increase -- indeed, why aren't they substantially decreasing -- given the governmental austerity measures of recent years? Amid the economic crisis that began in late 2008 and is still with us, most governments have been cutting back their spending dramatically on education, health care, housing, parks, and other vital social services. However, there have not been corresponding cuts in their military budgets.

Americans, particularly, might seek to understand why, in this context, U.S. military spending has not been significantly decreased, rather than raised by $13 billion -- admittedly a "real dollar" decrease of 1.2 percent, but hardly one commensurate with Washington's wholesale slashing of social spending. Yes, military expenditures by China and Russia increased in 2011. And in "real" terms, too. But, even so, their military strength hardly rivaled that of the United States. Indeed, the United States spent about five times as much as China (the world's No. 2 military power) and ten times as much as Russia (the world's No. 3 military power) on its military forces during 2011. Furthermore, when U.S. allies like Britain, France, Germany, and Japan are factored in, it is clear that the vast bulk of world military expenditures were made by the United States and its military alliance partners.

This might account for the fact that the government of China, which accounts for only 8.2 percent of world military spending, believes that increasing its outlay on armaments is reasonable and desirable. Apparently, officials of many nations share that competitive feeling.

Unfortunately, the military rivalry among nations -- one that has endured for centuries -- results in a great squandering of national resources. Many nations, in fact, devote most of their available income to funding their armed forces and their weaponry. In the United States, an estimated 58 percent of the U.S. government's discretionary tax dollars go to war and preparations for war. "Almost every country with a military is on an insane path, spending more and more on missiles, aircraft, and guns," remarked John Feffer, co-director of Foreign Policy in Focus. "These countries should be confronting the real threats of climate change, hunger, disease, and oppression, not wasting taxpayers' money on their military."

Of course, defenders of giving the top priority to military expenditures reply that military force actually protects people from war. But does it? If so, how does one explain the fact that the major military powers of the past century -- the United States, Russia, Britain, Germany, France, Italy, Japan, and China -- have been almost constantly at war during that time? What is the explanation for the fact that the United States -- today's military giant -- is currently engaged in at least two wars (in Iraq and Afghanistan) and appears to be on the verge of a third (with Iran)? Perhaps the maintenance of a vast military machine does not prevent war but, instead, encourages it.

In short, huge military establishments can be quite counterproductive. Little wonder that they have been condemned repeatedly by great religious and ethical leaders. Even many government officials have decried war and preparations for war -- although usually by nations other than their own.

Thus, the release of the new study by SIPRI should not be a cause for celebration. Rather, it provides an appropriate occasion to contemplate the fact that, this past year, nations spent more money on the military than at any time in human history. Although this situation might still inspire joy in the hearts of government officials, top military officers, and defense contractors, people farther from the levers of military power might well conclude that it's a hell of a way to run a world.

This country (mainly Liberals) has a very short memory, when we first entered WW2, we had a relatively small military, because of that we had to ration food, gas and other things as well as draft hundreds of thousands of young men to fight this war and had to work around the clock building ships, tanks and other military vehicles to transport those troops. Now we have the most powerful, dominant military the World has ever known and because of this, we no longer have a draft and no longer need to ration essential supplies, instead we get to sit back and play armchair General every time the military does something even though most of us (especially Liberals) have no clue about how the Military works, or the amount of courage, discipline and bravery it takes to to serve in the Military. The USA is the top dog in this world, if we want to keep it that way, we need a powerful, dominant military.

Why would 5% of the world's people need to spend 41% of the world's military budget? We should be in a position where the draft is back in effect. A president and Congress find it far too easy to start a war when the military is all volunteers. Sons - and perhaps daughters - of the powerful should be just as subject to serving as the poorer folks are.

This philosophy has been carried out to the point of neglect of the citizens of this nation. Having a sufficient military is one thing -spending on military to the point where we now spend as much as half of the rest of the world combined is far more than just, 'excessive.'

War, the preparation for war, and military spending are all very clear signs of incompetent leadership. A government that spends so much money actively pursuing the deaths of others is a government that is unworthy of the citizens of its nation. A government that ignores the needs of its own citizens in favor of war and military spending is an oppressive government.

America has such a government.

The United States has over extended itself militarily and now faces the same prospects as dynasties of the past which squandered their treasure in fruitless forays into foreign lands. The USSR collapsed largely due to its ignominious and costly withdrawl from Afghanistan: we are on the same path.

Is it too late to begin investing our dwindling resources back into our nation: education, health care, infrastructure, and job creation? Time wil tell.

Many European nations are doing quite well, thank you, because of the umbrella of U.S. defense spending. Perhaps we should cut back as they step up. Japan and South Korea might also contribute more to their own defense. We last needed to fear Japan in about 1945.

During the Clinton Administration, the Pentagon budget was huge and bloated because they said they needed to be able to fight two wars at once, against the (now-collapsed) Soviet Evil Empire. But once Bush got into office and actually started two wars, he had to fund them entirely on supplemental appropriations because the Pentagon's two-war budget couldn't actually support two actual wars. To me that says it's all been pork-barrel and fraud all along, and that they should give the money back in budget cuts because they were scamming us for decades. Not just the Iraq and Afghanistan war budgets, but actually cut out almost all of their regular budget as well.

Romney has said he wants to "increase" defense spending and wants to increase tax cuts for the wealthy. Gooood idea Snitt. So much for education, clean air and water, agriculture, assistance to 46 million living under the poverty level, veterans programs, etc. How can this guy be so close to Obama in the Polls?

What else can be expected? To the American public, war is an abstraction. Only a vanishingly small portion of the populace is forced to truly internalize the costs of combat. With the advances in drones and other weaponry, even soldiers are becoming increasingly alienated from direct combat. As technology progresses, a permanent state of war becomes easier and easier, because its real effects are felt less and less. Ideally, the economic downturn and sovereign debt crisis present us with an opportunity to stem the tide, but so far it hasn't panned out well.

We can no longer afford to elect politicians who do not end war, and aggressively reduce the money we divert from the People's needs to War Profiteers and puppet despots.

The Republican and Democratic Parties both overwhelmingly voted for the last decade to fund and expand our counterproductive military adventures. They fund weapons programs that fail after multi-billion dollar expenditures.

They attack other countries on false or incompetent intel, despite spending more than anybody else for it. They cannot defeat a couple of thousand poor and ill-equipped men with tens of thousands of men, half a trillion dollars, and a decade. Where's the bang for the buck?

Our Military leadership has begged Congress into irresponsible weapons programs, and they show greater allegiance to their weapons programs than their allegiance to America. They have also clearly lied in sitrep after sitrep. They have become the most deadly of parasites. And the tradeoffs America makes every day, to keep them funded, kills some Americans for the neglect.

This kind of spending is irresponsible when the Government is slashing budgets to a minimum for service oriented programs here at home during the weakest economy in decades. Instead of taking care of our own, we are taking care of the people of Iraq and Afghanistan by building schools and a support system over there while a whole generation of newly impoverished Americans has been created because of our own economy. I don't begrudge us helping other countries but we should take care of our own first and then assist others........sort of like on the airplane when you put your mask on first and then assist your child.

When we discuss developing alternative fuels here in our own country the excuse against it is usually because of what it would cost, although be would have spent billions less on developing that technology than we have spent on this war to protect our oil interests in the middle east.

what does that say about us? not much good. It says we are so concerned about control, we will kill.
It says we don't care children are hungry and dying. It says we don't care about economical slavery, we don't care about global warming, we don't care about human trafficing, we don't care to make others happy, we don't care about anything but our ideologies. sickens me that even one person in this world can put themself above another. Are not the wise and advantaged here to help those that are not?

What we've done, essentially, is load the ship of state with so many expensive life boats that the encumbrance is causing us to sink. And we all know who gets saved first when a ship goes down. Not the folks in steerage.
