Commissioned as an Army officer out of West Point in 1956. An Army Aviator, Dewey served two combat aviation tours in Vietnam. Resigned Army commission in 1981 to accept a political appointment in the Reagan Administration as Deputy Assistant Secretary of State, Bureau of Refugee Programs. After five years at State, Dewey was named United Nations Deputy High Commissioner for Refugees with the rank of UN Assistant Secretary General. In 1991-92 he headed the U.S. Office of Emergency Humanitarian Assistance for the Newly Independent States following the fall of the Soviet Union. In 1993 he became the founding director of a nongovernmental organization - the Congressional Hunger Center - concentrating on international humanitarian and human rights crisis response. Next, he became Professor in Residence in the Army Peacekeeping Institute at the Army War College, Carlisle, PA. In January 2002 he was confirmed by the Senate as Assistant Secretary of State, Bureau of Population, Refugees, and Migration where he served for 3 1/2 years. In December 2006 Secretary of State Condoleeza Rice named Dewey as the U.S. representative on the International Independent Group of Eminent Persons overseeing investigation of serious human rights violations in Sri Lanka.

Former Army Capt. Luis Carlos Montalván served 17 years in the U.S. Army including two tours in Iraq leading cavalry elements and advisory teams. He contributed to the 3d ACR's success in 'Operation Restoring Rights' in Tall Afar in 2005 and served as a participant in AEI's Iraq Planning Group in 2007. His published work has been featured in The New York Times, The Washington Post, The San Francisco Chronicle, The Baltimore Sun, The Military Times, CBS, NPR, and Abu Dhabi among other media outlets. Luis is presently working on Master's degrees in Journalism and Strategic Communications at Columbia University in NYC and is a member of the Council for Emerging National Security Affairs (CENSA).
