When the U.S. attempt to occupy Iraq is finally laid to rest, a single sentence from the new counterinsurgency field operations manual ought to be inscribed on its gravestone:
Tactical success guarantees nothing.
Apparently the Pentagon is just figuing out that delivering protection and services to civilians is the name of the game. No wonder everything since the fall of Baghdad has been such a fiasco.
