To crack an organized criminal enterprise, prosecutors "work up the chain": they get enough evidence to convict some relatively low-level player, threaten him with prison unless he gives up enough information to implicate a higher-level player, and repeat the process until they get to the kingpin. Prosecutors are now one step away from Tom DeLay. And there's only one level above him.
