Early Voting Rising

More than 800,000 people have already voted in the 2012 general election. A clearer picture of the potential 2012 electorate is emerging in some states where election officials are providing information on who has voted.

Early voting -- both mail and in-person -- is on pace to exceed 2008 levels, when about 30 percent of all votes nationally were cast prior to Election Day. The 2008 levels may be exceeded even further in states such as Iowa and Ohio, where early voting has been brisk. As a corollary, with no collapse in early voting, there is no indication so far that overall turnout, both early and Election Day, will be substantially lower than 2008.

In two states where party registration of early voters is available -- Maine and North Carolina -- slightly more registered Democrats have requested ballots as of a comparable date in 2008. Conversely, fewer registered Republicans have requested ballots. In Iowa, both registered Democrats and Republicans are voting above their 2008 levels, with a greater increase among Democrats.

Ohio presents a more complex picture. Early voting is up quite a bit over the 2008 level. This is likely because election officials sent absentee ballot applications to every registered voter. Ohio does not have party registration, so county-level data provides a better picture of the partisan implications. While levels are somewhat higher in rural counties, they are up in urban counties, too. In-person early voting is a preferred choice of urbanites, so the differences observed so far may narrow as in-person early voting continues. While the Obama campaign has been concerned about the limitation of in-person early voting during the weekend in Ohio, there is little indication so far that this has negatively influenced in-person voting. Still, the heaviest period of in-person voting in 2008 was the weekend prior to the election, so caution should be taken when projecting out from this lighter period of early in-person voting.

A more detailed state-by-state analysis follows.

IOWA

Iowa sticks out as a sore thumb in early voting. Already, more than 200,000 people have voted in Iowa, a much larger share of the potential 2012 electorate than any other state.

The number of registered Democrats who have voted is about twice that of registered Republicans, 53 percent to 28 percent, with the remainder unaffiliated. Bet let's not be so fast in calling Iowa for Obama. In 2008, Democrats outpaced Republicans 47 percent to 29 percent among early voters. Among the nearly 400,000 ballot requests in 2012, Democrats outnumber Republicans by a narrower margin: 48 percent to 30 percent. Republicans have been steadily making up ground among the votes cast and the ballot requests.

Romney needs more Republicans to vote early or needs Election Day to be vastly different, since Obama won the state by nine percentage points in 2008. An early vote electorate that looks like 2008 would therefore pose a difficult uphill climb for Romney. If these early vote numbers fail to firm up further for Romney, Iowa may be the first state where the campaign will have to make a tough strategic decision as to whether or not to continue expending resources.

MAINE and NORTH CAROLINA

Maine and North Carolina provide detailed individual records of registered voters who have requested a ballot and the disposition of the ballot. Using this information it is possible to make a comparison of the number of ballot requested in 2012 to the same point in time as in 2008 (adjusting for the fact that the election was held two days earlier in 2008).

In these states the number of registered Democrats requesting ballots has increased from 2008, while the number of registered Republicans decreased. In North Carolina, the number registered Democrats increased by 695 over 2008, while registered Republicans decreased by 2,521. In Maine, the registered Democrats increased by 427, while registered Republicans decreased by 1,922.

These are just small deviations, so there is ample time for Republicans to catch up. However, these statistics do not square with surveys that find that Democrats are less engaged than Republicans in this election. This is critical since engagement is often a factor in who is a likely voter.

OHIO

Republicans have crowed that the number of Ohio-registered Republicans voting early has increased from 2008. The problem with this assertion is that Ohio does not have party registration. "Party" in Ohio is a record of the last party primary a voter participated in. Naturally, with only a contested 2012 Republican presidential primary, the number of "registered Republicans" in the state increased. Because party statistics are so deeply confounded in Ohio, I prefer to examine patterns of early voting across counties.

A significant change in Ohio is that election officials mailed an absentee ballot application to every registered voter. This appears to have stimulated interest in mail balloting.

In Hamilton County, home of Cincinnati, it is possible to make an apples-to-apples comparison at the same point in time to the 2008 election by examining data provided by the county election officials. The number of ballot applications is currently at 84,999 compared to 60,005 in 2008. A 42 percent increase.

Compare Hamilton to a rural county like Defiance. So far, there are 3,021 ballot applications in 2012, compared with 1,935 applications in 2008. A 56 percent increase.

Where urban counties may make up ground in the coming weeks is among in-person early voting, which is more prevalent in urban areas. Of course, another much-reported Ohio change is the cancellation of weekend early voting hours. However, so far this has not resulted in a lower volume of early voting compared to 2008 in some of the larger counties. In Cuyahoga, the number of in-person early voters in 2008 was 8,400 while in 2012 the number is 10,440 -- despite no weekend or Columbus Day voting. Still, I would caution that the heaviest volume of early voting is yet to come the week before Election Day. The change in the early voting law may thus depress some votes, but perhaps with so many people voting by mail, the effect will be offset by increased mail balloting which will also reduce Election Day congestion at the polling places.

I think it would be deservedly hilarious if this whole voter ID imploded on the Republicans plans to take Ohio, PA and Florida. The early voters are wise to their manipulations.

The push for voter ID has created a weird dynamic in the black and Latino communities. Many people are being told to vote early so if you have a problem with their ID it can be fixed before election day. It's actually driving folks to the polls early, which is a great boon for Democrats!

The polls can not reach and count people without phones. But those out of work and the poor will still come out to vote. I doubt those votes will be for Romney.

You damn straight it's war. There was a woman politicking against "Obamacare" outside my Catholic church last Sunday, I was livid! Wrote my church an email, I did not mince words, they better demand that she cease and desist. If my church advocates her rightwinger politicking during presidential election cycle, I have no problem contacting the IRS if they do not disavow her actions. God gave me inalienable rights, not even my church will interfere with that!

My absentee ballot should be coming in the mail any day now. One of many reasons I prefer voting via absentee ballot is the fact I can sit down in the comfort of my home and take as much time as I want filling out my ballot without feeling rushed knowing that people are waiting in line to use the booth I'm occupying. I agree with the a lot of people that a Presidential Election should be a National holiday. Americans cherish the fact our Democracy is based on the will of the people. Anything that would encourage or make it easier for more people to vote would be as American as you can get.

A month of early voting is just silly! Two weeks of early voting, absentee ballots and make election day a holiday would be great! No release of any data is a must! A month of media speculation that could suppress the vote isn't worth it.

I can't speak for how results from our early voting effects the speculation in other states but as a board of elections volunteer in Ohio, I can say we need that time here. There simply isn't enough venues and volunteers to handle the amount of people voting unless we spread it out over a longer timeframe. The chaos at the early voting location AND all the Election Day locations would be significantly increased which, as a result, would likely suppress our votes even more than media speculation does. I think we have a higher tolerance to media persuasion here just from all the attention we get from candidates.

i prefer mandatory voting for every eligible adult or pay a 20 fine. it should be a duty for every citizens to participate in their government. and for anyone who says no to this ideal fear their citizens. i also favor mandatory registration every time you renew your ID, or every time you apply for Utilities in your area.

Indiana has had voter ID law in place since 2006. I don't remember it being a big issue because we've had state picture ID's for non-driver's available at nominal cost since the '80's. People needed them to cash checks, etc. And I might be mistaken, but I think you may have needed them to use food stamps or cash state checks..(ha) Anyway Indiana went Democratic for Pres. in 2008 for the first time since 1964 -- surprised me. I think it would be ironic if all these last minute voter ID laws made people more aware and more determined than ever to vote. There are more registered Dem voters than Repub voters.

Thanks to the changes put in place by the Repub controlled Legislature, Leon County, Florida will have teh longest ballot ever seen. Absolutely ridiculous. Then the Repubs took away the first week of early voting and it has been reduced to 8 days instead. What does cutting down on the number of days available have to do with voter fraud? I can't stand the Repubs.

Situationcritical is a perfect moniker for what is going on here in Florida.  (Love your name) The Repubs have taken on three of the Justices on the Supreme Court here, thanks to monies from the Koch Brothers, and Rove they are trying to remove the liberal justices to give Rick Scott the crook, the chance to replace them with three right wing justices.  This is outright disgusting.  So we cannot afford to just vote for president/vp/senate and house.  We have to vote to retain the three justices.  The Supreme Court Justices have never in the history of Florida been a target of any political party until now.  We are in a battle for our souls here.  Something tells me the bribes are already in and the deal is sealed regardless of the vote.  I know firsthand that they can steal an election.  I am geared for the impending battle to save the soul of our State and Country.

This is the best advice, not everyone knows they do NOT have to vote for the amendments in Florida, just vOte for the president/vp/house and senate in Florida and vOte early :)

Here in Florida people are now walking around in shock that Rick Scott is just who he said he was before changing his colors to get elected. He was a T-party favorite and the Repubs fell hook line and sinker for the foolishness. Now the poor Repubs are walking around dazed. Rick came in firing people left and right. The government (State Employees) were taken down with a swiftness. I don't understand why people continue to vote against their own interest thinking the politician is going to only hurt the other party. The Civil Rights Act will be wiped out should Romney win-the SCOTUS will be stacked with T-party wingnuts and this country will end up in a civil war with me on the front lines. This is a call to all of us who believe in fairness to stand up and be heard. Denying people the right to vote is an ominous warning to all. Rick Scott came in and overturned everything that Charlie Crist had done in restoring felons who had served their time, the right to vote. The Republicans are a dangerous group and everyone with an ounce of truth and fairness in them, should truly be offended. The polls are being manipulated now so when the theft of the election is required they can hide behind the polls of the ones they control. It is going to be dark days ahead for this election. Treason is what the SCOTUS committed in 2000.

I received my Official Election Guide in the mail yesterday and there are 12 people on the ballot for president. The photo identification that is acceptable include: FL Drivers License, FL Identification card, US Passport, Debit or Credit Card, Military ID, Student ID, Retirement Center ID, Neighborhood Association ID, and Public Assistance ID. Number 9 of my Voter's Bill of Rights clearly states the following: Vote on a voting system that is in working condition and that will allow votes to be accurately cast. *Note to Republican Rick Scott and Secretary of State, Detzner, if by chance there is a problem with the electronic voting machines this time around it is not going to be a repeat of 2000, we will not concede to theft or the whims of the SCOTUS.

I will be voting Wednesday when early voting starts here. My experience as an RN and now cancer patient has taught me that anything can happen, and I want to vote for Obama and not wait any longer.

absolutely they have done everything in their power to influence people steal votes, lie, cheat, fillibuster anything to win this election..i am curious if they do lose just what they will do..jump off the capital...some of those crooks are going to be voted out in the senate and house next time so they have only hurt themselves...they would have been far better off to have tried to work with this president for the good of the country.. they only hurt themselves..i and millions of americans will remember being out of work and they voting down one jobs bill after the other
