Michelle M. Smith is a research associate for nuclear policy at the Council on Foreign Relations. She holds an MA in international affairs from the George Washington University, and has studied in Geneva, Switzerland, and St. Petersburg, Russia. Her work has been published in the Bulletin of the Atomic Scientists, Foreign Policy, and the International Herald Tribune.
