We know that setting annual (and ever-rising) targets in NCLB put pressure on states to keep their "cut scores" modest so they didn't unintentionally label every school in their jurisdiction as failing.
It is past time to fix NCLB -- but it is not the time for retreat on the need to raise standards and hold educators accountable for student performance.
