Developmental Education and the 'Iron Triangle'

I don't get the "iron triangle" that some higher education leaders believe exists between cost, quality and access. I think it's possible to reduce at least some of the costs of higher education without threatening either quality or access.

Under current California law, students who have served in the armed forces or are disabled are allowed to enroll early in classes at the California State Universities, UCs and Community Colleges. A current bill in Sacramento would extend this privilege to foster youth.
