The challenges Libya faces are not just about uniting a fractured society. They are also about building responsive and accountable governance institutions out of the ashes of the skeletal ministries left behind.
The Libyan conflict seems headed in the same direction as the wars in Iraq and Afghanistan -- the truth is supplanted by lies and half-lies and we sink once again into a sea of obfuscation. We know we'll never get the real truth.
We seem to be witnessing a major split between military leaders (Gen. Richards) and NATO political leaders. Gen. Richards wants "to tighten the vise." NATO seems to have no intention of tightening the vise, so the game goes on.
